General Secretary of the Communist Party of Vietnam (CPV) Central Committee and State President To Lam, accompanied by his spouse Ngo Phuong Ly and a high-ranking Vietnamese delegation, arrived in Beijing on the morning of April 14, beginning a four-day state visit to China at the invitation of General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping and his spouse.
Party General Secretary To Lam presided over a ceremony in Hanoi on March 30 to bestow the Military Exploit Order and Party membership badges on several incumbent and former Party and State leaders.

The Politburo's decision to fund 248 inter-level boarding schools across 248 mainland border communes is both strategic and humane, reflecting the Party and State’s special attention to those living in border, remote, and disadvantaged areas, said Party leader To Lam.
The Party General Secretary stressed the need to focus on building and refining institutions, translating Party policies, tasks and solutions on preventing and combating corruption, wastefulness and negative practices into concrete legal frameworks in line with the spirit of the 14th National Party Congress.
The event was held on the occasion of the working visit to Vietnam by the Russian ministry’s delegation. It highlighted the cooperative ties and deep affection between Vietnam and Russia in general, and their peoples in particular.
General Secretary To Lam described the two new resolutions as key additions to the Party’s major policy decisions, grounded in thorough reviews of practice and theory as Vietnam enters a new development phase.
The foreign minister affirmed that Vietnam consistently attaches importance to its Comprehensive Strategic Partnership with Russia, as well as relations with the two parties.
Party General Secretary To Lam offered incense in tribute to the nation’s forefathers at the Thang Long Imperial Citadel and to President Ho Chi Minh at House 67, part of the Ho Chi Minh Relic Site within the Presidential Palace complex in Hanoi on February 16, or the 29th day of the last lunar month.
Party General Secretary To Lam called on Dien Bien to strengthen the capabilities of commune-level officials, ensuring they possess strong qualifications, proficiency in applying sci-tech and innovation, and a high degree of enthusiasm and responsibility.
The Party and the State will continue to study and expand the inter-grade boarding school model to non-border areas that remain especially disadvantaged and have large ethnic minority populations, with the aim of gradually narrowing development gaps and ensuring equity in access to education across regions.
Party leader To Lam reaffirmed that science, technology, innovation and digital transformation must be clearly identified as the primary drivers of the new development and growth models, and as the most fundamental factors for achieving long-term double-digit growth.
