Delegation of Central Economic Commission visits National Population Database Center

A joint delegation of the Party Central Committee’s Economic Commission (Central Economic Commission) and Steering Committee on the Scheme to craft policies to industrialize and modernize agriculture by 2030 with a vision toward 2045 to be presented at the sixth meeting of the Party Central Committee visited the National Population Database Center on June 20.

The delegation was led by Politburo member, head of the Central Economic Commission and the Steering Committee Tran Tuan Anh.

Member of the Party Central Committee Deputy Minister of Public Security Lieutenant General Tran Duy Ngoc and leaders of the Police Department of Administrative Management of Public Order and National Population Database Center received the delegation.

At the meeting, Director of the Police Department of Administrative Management of Public Order Lieutenant General To Van Hue briefed the delegation on results of the application of the national population database in issuing chip-based ID cards and electronic identification and electronic authentication.

The high-ranking police officer underscored that the Ministry of Public Security (MPS) had mobilized maximum forces and means to collect, process and update population data, and issue e-ID cards, e-identification and e-authentication to a large number of citizens nationwide in a relatively short time while seeking ways to integrate tasks and utilizing available means and equipment to minimize the expenditures.

According to him, the National Population Database has so far collected and synchronized some 104 million pieces of data on population on the system, and issued 65 million e-ID cards to citizens.

The MPS was also responsible for designing and building the National Population Database Center, which has information safety of level 4 and is ready to connect with other national databases as well as with ministerial-level and provincial-level data networks via the national integrated system and the National Public Service Web Portal.

The MPS has already built a digital mapping system, the “brain” of the National Population Database Center, which can analyze, summarize and forecast the population development situation, contributing to crafting policies on economics, security and defense in each period. 

To further improve the efficiency and benefits of the National Population Database, the MPS advised the Prime Minister to promulgate Decision 06 on January 6, 2022 to launch the Project to effectively apply population data, e-identification and e-authentication in national digital transformation in the period 2022-25 and toward 2030 (Project 06).

At the service of the project, the MPS built an e-identification application named VNEID, which is expected to have some 40 million users by 2025. With this app, 100% of digital civil transactions will be authenticated. 

At present, the MPS keeps coordinating closely with ministries, agencies and localities to complete the procedures for connection, data sharing, data integration. By now, 22 out of the 25 necessary public services of Project 06 have been completed.

Speaking at the meeting, Deputy Minister of Public Security Nguyen Duy Ngoc affirmed that the National Population Database is considered a “precious national resource”, which serves as a basis to build a digital government, digital economy and digital society.

The population data is now managed in a centered, united manner but it is also shared among agencies and localities within the political system to serve organizations, businesses and people according to the laws. Population data, e-identification and e-authentication lay foundation for national digital transformation, change ways of life and work as well as develop digital technology-based production modes.

The deputy minister should further promote the value and role of the National Population Database Center while mobilizing the entire political system, particularly leaders of agencies, organizations and localities to implement Project 06.

For his part, Mr. Tran Tuan Anh applauded the achievements of the MPS and effort of the staff of the National Population Database Center, saying that the MPS had been playing a crucial role in implementing Project 06.   

He asked the MPS to further develop the center as well as enhance the application of population data, e-identification and e-authentication while coordinating closely with the drafting group of the Scheme on making policies to industrialize and modernize agriculture by 2030.
