Deputy Minister Le Quoc Hung congratulates senior Lao public security officers on success of 12th LPRP's National Congress

Member of the Party Central Committee, Deputy Minister of Public Security and Chairman of the Vietnam–Laos Friendship Association in the Public Security Forces Senior Lieutenant General Le Quoc Hung paid visits to newly-elected Permanent Member of the Secretariat of the LPRP Central Committee General Vilay Lakhamphong and other leaders of the Lao Ministry of Public Security elected to the new-term LPRP Central Committee, on January 8, 2026.

Senior Lieutenant General Le Quoc Hung was a member of the Special Envoy delegation to Party General Secretary To Lam visiting Laos to congratulate Lao leaders on the success of the 12th National Congress of the Lao People’s Revolutionary Party (LPRP).

At the meeting, Deputy Minister Le Quoc Hung conveyed the congratulations of the Public Security Central Party Committee, the leadership of the Ministry of Public Security of Vietnam and the Vietnamese Public Security Forces to General Vilay Lakhamphong and Lao Ministry of Public Security leaders entrusted to key positions for the 2026–2030 term.

Deputy Minister Le Quoc Hung said that General Vilay Lakhamphong's election as Permanent Member of the LPRP Secretariat has reflected the recognition by the Lao Party and State of his great contribution, intellect and dedication over the past years.

He expressed confidence that General Vilay Lakhamphong would continue to achieve important accomplishments in his new position, thereby further consolidating the great friendship, special solidarity, comprehensive cooperation and strategic bonds between Vietnam and Laos in general and between the Vietnamese and Lao Ministries of Public Security in particular.

Thanking the Public Security Central Party Committee and the leadership of the Vietnamese Ministry of Public Security for their thoughts, General Vilay Lakhamphong noted that the Vietnamese Ministry of Public Security was the first international delegation to visit Laos and congratulate LPRP on the success of the 12th National Congress, saying that the visit vividly demonstrated the special affection and close, trustworthy relationship between the public security forces of the two countries.

General Vilay Lakhamphong affirmed that he would lead relevant ministries and agencies to seriously and effectively implement the signed cooperation agreements between the two countries and foster the ties between the two ministries in a deeper, more substantive and more effective manner.

On this occasion, Deputy Minister Le Quoc Hung also congratulated comrade Vanthong Kongmany on his membership of the Secretariat of the LPRP Central Committee, as well as leaders of the Lao Ministry of Public Security elected as members and alternate members of the LPRP Central Committee.

In the meeting, the Lao officials expressed their sincere thanks to the Vietnamese Ministry of Public Security, and confirmed their inspirations to continue making positive contributions to promoting cooperation between the two countries and between the two ministries of public security for national security and social order in each nation.

At the 12th LPRP National Congress, Member of the LPRP Central Committee, Secretary and Governor of Attapeu province Vanthong Kongmany, former Deputy Minister of Public Security of Laos, was elected to the Secretariat of the LPRP Central Committee.

In addition, Deputy Ministers of Public Security of Laos Senior Lieutenant General Khamking Phuilamanivong and Lieutenant General Khonsavanh Somphasay were elected as members of the LPRP Central Committee, while Director General of the General Department of Police Major General Kongxavath Bounliang was elected as alternate member of the Party Central Committee.
