Chairman of the National Committee for Digital Transformation and Prime Minister Pham Minh Chinh chaired a conference to review results of the one-year implementation of the Government’s Project on Enhancing Application of Population, Electronic Identification and Electronic Authentication Data to National Digital Transformation (Project 06) and the task performance of the National Committee on Digital Transformation in 2022, on December 25, 2022, in Hanoi.

Head of the Project 06 Working Group and Minister of Public Security General To Lam and Standing Vice Chairman of the National Committee for Digital Transformation Deputy Prime Minister Vu Duc Dam also joined the chairmanship of the conference.

Present at the meeting were leaders of central agencies, ministries, branches, 63 provinces and cities as well as large information technology corporations. 

While delegates from Central agencies and ministries directly attended the meeting in Hanoi, those from localities participated in the event via videoconferencing technology.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh affirmed that digital transformation is an inevitable and objective trend for every country.

Digital transformation helps effectively settle the relationship between the State, the market and society, and serves as a driving force for economic growth, improvement of labor productivity and competitiveness, production and business efficiency, cost reduction for people and businesses.

At the same time, it helps governments at all levels improve management capacity, develop digital government, digital society and digital citizens.

Over the past time, our Party and State attach great importance to this process, and consider this as one of the key tasks, especially as our country is a developing country, digital transformation is seen as a must.

The Prime Minister asked delegates to review the one-year implementation of Project 06 as well as the implementation of the 2022 plan of the National Digital Transformation Committee,  evaluate the results of the implementation of ministries and localities, and analyze shortcomings and difficulties in realizing the project so as to propose solutions to overcome the issues.

At the conference, Standing Deputy Head of the Project 06 Working Group and Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc presented a summary report on the results of the implementation of Project 06 in 2022 while a representative from the Ministry of Information and Communications reported on the results of the task performance of the National Committee for Digital Transformation in 2022.

Deputy Minister Nguyen Duy Ngoc stated, after one year of implementing Project 06, many important results have been obtained: Public awareness of the importance of digital transformation has been improved; a number of institutions, mechanisms and policies on digital transformation have been issued, creating a legal corridor to accelerate digital transformation; 100% of the ministries, ministerial-level agencies and cities and provinces have launched five-year plans to implement digital transformation; information technology infrastructure and digital platforms continue to be developed at the central and local levels to facilitate digital transformation. 

So far, 48 out of the 63 cities and provinces have built smart management centers.

In particular, the Ministry of Public Security has completed, and now is operating and effectively exploring the National Population Database while having made all preparations for the cancel of the use of the print household registration book. 

Police at all levels have issued over 76 million chip-based ID cards and activated nearly 2.6 million electronic identity accounts.

Overview of the conference.

The National Public Service Portal has provided nearly 4.4 thousand online public services of level 3 and 4 (three times higher than in 2021), synchronized more than 154 million records, facilitated more than 3.9 million online payment transactions (more than 5.7 times in 2021) while information safety and security has been ensured, and digital transformation human resources have been developed.

In 2022, 99% of the businesses have paid taxes online, and 100% of the running businesses use e-invoices. 

The proportion of e-commerce in total retail sales in 2022 is expected to reach 7.5%, exceeding the set target while the number of e-banking transactions has surged.

Speaking at the conference, Minister To Lam said that a number of lessons have been learned from the first year of implementing Project 06, and believed that more successes in implementing the project will be achieved in 2023. 

However, Minister To Lam stressed that agencies, units and all cadres should have strong determination and high political will to overcome any difficulties and complete the tasks assigned. 

He proposed that the Prime Minister should drastically direct the building of databases as well as a National Big Data Center to create the foundation for national digital transformation.
