The entire People’s Public Security Forces, guided by the spirit of being “most disciplined, most loyal, and closest to the people,” will act with tenfold determination and lead by example in executing the Resolution of the 14th Party Congress through concrete results.

On the morning of March 31 in Hanoi, the Public Security Central Party Committee (PSCPC) summoned its first 2026 conference to deliberate matters under its authority. General Secretary To Lam, who is also a Standing Member of the PSCPC, attended and delivered keynote instructions.

Also attending the event were State President Luong Cuong, and Prime Minister Pham Minh Chinh (both standing members of the PSCPC), and Chairman of the National Assembly Tran Thanh Man among other Politburo members, Secretariat members, Central Committee members, and representatives of Party bodies and the Central Party Committee Office.

General Luong Tam Quang, Politburo member, Secretary of the PSCPC and Minister of Public Security, chaired the conference with the participation of other members of the PSCPC as well as leaders of units and agencies under the Ministry of Public Security.

After the opening remarks by Secretary of the PSCPC Luong Tam Quang, the conference reviewed the first-quater 2026 report, watched a documentary, listened to reviewed thematic reports presented by deputy ministers, and then discussed them.

According to the documents, in the first quarter of 2026, under the strict leadership of the Politburo, the Secretariat, and the PSCPC, as well as Party committees of public security units and agencies at all levels, the Public Security Forces upheld a strong sense of responsibility and acted decisively, achieving notable results in every aspect of work.

The forces ensured firm national security, avoided strategic surprises, and guaranteed absolute safety for major political events, maintaining political stability and effectively supporting the country’s economic, cultural, social development and foreign affairs.

The forces also mobilized maximum efforts to prevent and combat crime, particularly those related to social order and security, and driving a positive change in social order and safety across the country, contributing to bolstering public trust in the Party, the State and the Government as well as to building a disciplined, safe, and healthy society.

The forces also demonstrated a core and proactive role in implementing central directives, especially the Resolution and Action Program of the 14th Party Congress and strategic resolutions of the Politburo.

The forces promoted the effective use of the national population database and electronic identification, to serve key political tasks and facilitate business development and social security. Further, the Public Security Forces attached much importance to developing security and order institutions and the building of the Public Security Forces were strengthened while the force became a highlight, contributing positively to realizing the Party and State’s foreign policy.

In their remarks, Party and State leaders acknowledged, praised and congratulated the Public Security Forces on their achievements in the first quarter of 2026.

Emphasizing key tasks ahead, General Secretary To Lam requested the PSCPC and the Ministry of Public Security to unify awareness of the stringent requirements for protecting the Party, the political system, and national security in the new revolutionary phase, ensuring the country is never caught off guard strategically. The Public Security Forces should continue to be a core and leading force in implementing the Party’s strategic policies, creating a foundation for achieving double-digit growth.

He underscored that the forces should focus on building a disciplined, safe, and healthy society and a revolutionary, regular, elite, and modern Public Security Forces, who always try their best to drill in give the first and foremost priority to fostering their discipline, responsibility and professional ethics. The forces should craft a clear roadmap to achieve modernization by 2030 or earlier, make a greater effort for Party building and force building, take strong measures to run the three-level police model with maximum efficiency in 2026.

The Party General Secretary finally suggested that the Public Security Forces should further review and propose the legal framework on their functions and tasks so as to better ensure national security in the current context.

Responding to the directives, Minister Luong Tam Quang affirmed that the PSCPC and the Ministry clearly comprehend their great mission and responsibility for protecting the Party, the political system and national security in the new period, as well as their core role in implementing strategic policies, enabling double-digit growth and building a disciplined, safe, and healthy society for the people’s peace and happiness.

“We pledge to the General Secretary and Party and State leaders that the entire Public Security Forces, with the spirit of ‘most disciplined, most loyal, closest to the people’, will be ten times more determined and act a hundred times more strongly, setting an example in implementing the Resolution of the 14th Party Congress with concrete results, striving to surpass ourselves and successfully complete all tasks entrusted by the Party, State, and people, becoming a key pillar contributing to the successful realization of the Party’s strategic goals”, Minister Luong Tam Quang stated.
