Minister Luong Tam Quang presents report on four draft laws to National Assembly

Within the framework of the 10th session of the 15th National Assembly, Member of the Politburo and Minister of Public Security General Luong Tam Quang presented a summary report on four bills principally drafted by the Ministry of Public Security, on the morning of October 31 in Hanoi.

The four draft laws include the Law Amending and Supplementing a Number of Articles of the Law on Defense and Security Industry and Industrial Mobilization; the Law on Cybersecurity; the amended Law on Protection of State Secrets; and the Law Amending and Supplementing a Number of Articles of Ten Security and Order-Related Laws.

According to Minister Luong Tam Quang, the Government proposed the promulgation of these four bills to ensure that their provisions match with the restructured State apparatus with the application of the two-tier local government model. The four bills are also expected to meet the urgent demand for the operation of the current political system in the reality while supporting the Party’s guidelines on making breakthroughs in science, technology, innovation and national digital transformation in the era of national development.

First, the draft Law Amending and Supplementing a Number of Articles of the Law on Defense and Security Industry and Industrial Mobilization consists of two articles, proposing the splitting of the Defense and Security Industry Fund into two independent funds, namely the Security Industry Development Investment Fund and the Defense Industry Fund.

Second, the draft Law on Cybersecurity, Minister Luong Tam Quang stated, includes nine chapters with 58 articles, of which 30 articles are inherited from the 2018 Law on Cybersecurity, 16 articles from the 2015 Law on Network Information Security, nine articles have provisions grouped, and three articles are newly written.

The draft amended Law on Protection of State Secrets comprises five chapters with 28 articles, of which seven provisions of the 2018 Law on Protection of State Secrets still relevant to the reality are unchanged, and 21 others are either amended or supplemented.

Finally, the draft Law Amending and Supplementing a Number of Articles of Ten Security and Order-Related Laws has 12 articles, amending or supplementing 136 out of 570 articles and introducing two new articles. This bill meets urgent needs for legal documents for the normal operation of the State organizational system after the big restructuring.

Minister Luong Tam Quang emphasized that these draft laws have been developed to promptly meet practical needs, ensure consistency within the current legal system and align with the national orientation for scientific and technological innovation, digital transformation, decentralization, administrative reform and modernization, while strengthening the legal foundation for safeguarding national security and social order in the new era.
