Member of the Politburo and Minister of Public Security General Luong Tam Quang held a working session with the Standing Boards of the Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh provinces to evaluate the results of the implementation of the Resolution of the 11th Plenary Session of the 13th Party Central Committee (PCC) as well as other related documents, on June 5, in Phu Tho province.

Addressing the working session, Minister Luong Tam Quang underscored that the Party, with its strategic vision, has adopted crucial policies on streamlining and restructuring the political system based on the result of Resolution No. 18.

The key policies include achieving double-digit economic growth, with a target of 8% in 2025; making breakthroughs in science, innovation, promoting national digital transformation and accelerating international integration; reforming the legal and judicial systems; and fostering the private economic sector through bold, innovative thinking grounded in responsibility and creativity for the common good.

Delivering a summary report on results of the three provinces’ implementation of the Resolution of the 11th Plenary Session of the 13th PCC, Secretary of the Vinh Phuc Provincial Party Committee Dang Xuan Phong noted that Party committees at all levels, from the grassroots to the provincial, have closely followed the PCC’s guiding documents and promptly launched plans on the organization of all local-level Party congresses.

In addition, the three provincial Party committees have closely directed all agencies and units within the local political system to streamline their organizational structures, downsize their staff and build capacity of cadres, civil servants and public employees.

According to reports, all projects on reorganization of local-level administrative units had been carefully discussed first at the provincial Party committees and then gathered opinions from local people, officials, Party members and concerned agencies before they  were implemented in a methodical, scientific and democratic manner.

At the working session, delegates comprehensively reviewed the implementation of Party resolutions and conclusions in the three provinces and pointed out a number of key tasks that the Party committees of the three provinces need to focus their leadership on, line out appropriate guidance, approaches and roadmaps for the implementation of the tasks entrusted by the PCC, especially the Resolution of the 11th Meeting of the PCC and other recent directions of the PCC.

Concluding the working session, on behalf of the Politburo and the Secretariat, Minister Luong Tam Quang commended the Standing Boards of the Provincial Party Committees of Hoa Binh, Vinh Phuc and Phu Tho for their outstanding achievements in leading the implementation of the PCC’s 11th Plenary Session in recent times.

Minister Luong Tam Quang required that the three provincial Party committees to focus on leading and directing the organization of Party congresses at all local levels, and specially make preparations for the Party congress of the newly merged province for the 2025–2030 term.

He also suggested strengthening Party leadership in reorganizing administrative units at the provincial and commune levels, as well as in restructuring local governments into a two-tier local governmental system.

Furthermore, the Minister stressed that the local Party leadership needs to employ approaches to meet the 2025 economic growth target, while effectively carrying out the four key resolutions recently issued by the Politburo - the “Four Strategic Pillars”.
