Minister To Lam urged localities to enhance dialogue with people

PSNews -Senior Lieutenant General To Lam, Politburo member, Minister of Public Security urged local authorities nationwide to enhance dialogues with the people, handle sensitive issues in a comprehensive, synchronic and careful manner to avoid the formation of hot spots of security and order.

In his speech at a teleconference between the Government and all localities of the country in Hanoi on December 29, Senior Lieutenant General To Lam, Politburo member, Minister of Public Security urged local authorities nationwide to enhance dialogues with the people, handle sensitive issues in a comprehensive, synchronic and careful manner to avoid the formation of hot spots of security and order.

Five achievements of the public security forces in 2017

According to Minister To Lam, the work of ensuring security and order in 2017 has faced many challenges.

However, under the sound leadership of the Party, State and with the good coordination of ministries, branches, localities, of the Public Security Forces have excellently fulfilled their tasks of ensuring political security and maintaining social order and safety, contributing to creating a peaceful, stable environment for the country’s development.

Major achievements of the public security forces are reflected in 5 points:

Firstly, the public security forces have better performed their function of advising the Party and the State on the strategic issues of political stability and economic development and expansion of foreign relations.

The Ministry of Public Security has advised the Politburo to issue Directive 12 on ensuring economic security, which is considered as one of the most effective and excellent advice.

The Ministry of Public Security has recommended solutions to the Government to promoting economic development, gearing up economic restructuring and equitization of State-owned enterprises, stabilizing the macro economy, ensuring social security, and dealing with bad debts.

The force has also supported the Government to amend and promulgate a number of legal documents with the aim of intensifying the State management over security and order situations, while creating a more favorable environment for businesses to do business.

Secondly, the public security forces has implemented drastic measures to protect absolute security and safety of the country's important political events, especially the APEC Year 2017 event with the APEC Summit Week, held in Danang from Nov. 6 to 11.

The work of ensuring security and order during the APEC 2017 High Level Week has received high appreciation from the people and international friends.

Thirdly, the Ministry of Public Security has ensured economic security, creating favorable conditions for economic development activities.

Fourthly, the police force has obtained many big achievements in the fight against crimes, creating a safe, secure and healthy environment for all people.

According to the Minister of Public Security, the criminal situation has been controlled and the criminal rate has reduced 3% while over 80% of the criminal cases has been invested and solved. The force has exceeded all the targets set by the National Assembly, particularly the crime prevention work exceeding the set target by 10%.

The police force has also taken drastic actions to prevent and combat economic crimes, corruption and environmental crimes; to enhance investigations into economic cases and major corruption cases; and to beef up the fight against smuggling, trade fraud and counterfeiting.

Besides, the force launched a number of high-intensity campaigns in 2017 to handle violations of the environmental law in sand, stone and gravel exploitation, and violations of the law on forest protection.

In his speech, Senior Lieutenant General To Lam revealed that, during 2017, the police force discovered and handled 17,159 economic cases, up by 336 cases against 2016; 185 corruption cases; 3,945 smuggling cases, up by 626 cases from 2016; 604 cases of tax evasion; 19,377 environmental law violations, up by 1,700 in comparison to the last year.

Fifthly, the Ministry of Public Security has proactively provided advice and closely coordinated with other forces in settling complaints, strikes and slowdowns.

The force has enhanced approaches to fire prevention and fighting, rescue at industrial parks, economic zones and export processing zones, thereby contributing to creating a stable and safe environment for the operation of enterprises and investors.

In addition, the police force has resolved over 4,000 complaints and denouncements, with 18,000 petitioners gathering at Central agencies, mostly relate to land, policy and environment issues. Good fire prevention and fighting work has helped reduce losses of people and property. Over 20,000 violations of the regulations of fire safety were thoroughly handled with the total fine of around 54 billion VND.

Administrative reforms in the field of State management of security and order have facilitate business and operation of enterprises.

 The force has simplified 114 administrative procedures; proposed relevant agencies to erase 27 other administrative procedures, creating more favorable conditions for people and enterprises to perform daily and business activities.

Senior Lieutenant General To Lam proposed to the Government, ministries, branches and localities  to closely coordinate with the public security forces to carry out 4 specific tasks in 2018:

As the Central Public Security Party Committee will soon issue a Resolution on the National Security and Social Order and Safety for 2018, the Minister of Public Security requested the Party committees and local authorities at all level to work with the local public security departments to promulgate resolutions and directives to maintain security and order in the localities, while effectively implementing Directive 28 of the Prime Minister on strengthening the work of ensuring security and order in the new context.

The Minister of Public Security urged local authorities to enhance dialogues with the local people while seeking comprehensive and synchronic measures to settle cases involving a large number of people; group petitions; and cases relating to land, so as to avoid prolonged unanswered problems of security and order in localities.

Minister To Lam then requested the ministries, branches and localities to strengthen the protection of internal political security and State secrets; to raise cadres, officials and civil servants’ awareness of the work of ensuring information and cyber safety and security; to collaborate closely with the Ministry of Public Security in addressing cyber security vulnerabilities.

Besides, the Minister also urged ministries, branches and localities to pay special attention to enhancing prevention and fight against crimes, saying that it is difficult to achieve the targets of ensuring security and order without the support of the people.
