Chairman of the National Assembly's (NA) Committee for Defense and Security Lieutenant General Le Tan Toi chaired the 8th meeting of the NA Committee for Defense and Security to discuss the draft resolution on amending and supplementing a number of articles of the Resolution No. 657 issued on March 13, 2019 by the National Assembly Standing Committee, on the morning of August 8, in Hanoi.
Resolution No. 657 focuses on specifying positions and titles of Lieutenant General and Major General officers working in the People's Public Security Forces, which have not been defined in the 2018 Law on People's Public Security Forces.
At the recent sitting, the National Assembly passed the Law amending and supplementing a number of articles of the 2018 Law on People's Public Security Forces.
Accordingly, the law now has five additional positions with the highest rank of Major General so the NA Standing Committee continues to specify other positions with the highest rank of Lieutenant General and Major General.
The amended law took effect on August 15, 2023. But the Government then submitted Report No. 10 dated August 7, 2023 to the NA Standing Committee, suggesting amending and supplementing a number of articles of Resolution No. 657 dated March 13, 2019 regarding the positions and titles of public security officers with the highest rank of Lieutenant General and Major General, which have not been specified in the Law on People's Public Security Forces.
Presenting the draft resolution, on behalf of the drafting panel, Deputy Minister Tran Quoc To said that, based on Clause 2 of Article 25 of the 2018 Law on People's Public Security Forces, the NA Standing Committee issued Resolution No. 657 defining the positions that can hold the highest rank of Lieutenant General or Major General at Points c and d, Clause 1, Article 25 of the Law on People's Public Security Forces.
Discussing the draft resolution, delegates showed high concensus on the layout and content of the draft resolution but gave some recommendations on a number of legislative technical issues.
Concluding the meeting, Lieutenant General Le Tan Toi affirmed that the NA Standing Committee will study opinions given at the meeting to complete its report to the NA Standing Committee.
