National Assembly President begins official visit to RoK

The two sides concurred that the Vietnam–Russia Comprehensive Strategic Partnership has achieved positive, substantive, and comprehensive progress based on shared interests and a firm foundation of mutual trust.

This visit reaffirms the high priority Vietnam places on the Vietnam–France Comprehensive Strategic Partnership. It also serves as an opportunity to connect France’s strengths in science, technology, innovation, and strategic technology sectors with Vietnam’s emerging development needs.

People-to-people diplomacy, particularly the natural connection between younger generations, is expected to play an increasingly important role in sustaining the friendship between the two countries' people.

As a member of the UNHRC for the 2026-2028 term, Vietnam reaffirmed its commitment to promoting sincere dialogue and constructive cooperation with all countries and UN mechanisms, in line with the principles of universality, fairness, objectivity, impartiality and non-interference.

The visit aims to promote substantive cooperation between the two legislatures, contributing to strengthening collobation in defence, security and economic ties, particularly in science and technology and other emerging areas of cooperation, in line with the depth and scope of the Vietnam - Mongolia Comprehensive Partnership.

Vietnam consistently attaches importance to its traditional friendship and comprehensive strategic partnership with Russia, considering the relationship one of its top priorities in implementing its foreign policy of independence, self-reliance, multilateralisation and diversification, said top leader To Lam.

Top Vietnamese leader To Lam proposed that the legislative bodies of Vietnam and Russia continue to play their role in improving a favourable legal framework for bilateral cooperation; and strengthen oversight of and urge the implementation of agreements reached by the senior leaders and Governments of the two countries, thereby helping translate political commitments into concrete programmes, projects and cooperation outcomes.

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam and Russian Prime Minister Mikhail Mishustino agreed to study the establishment of new cooperation mechanisms and specialised working groups in various fields, and pledged to encourage businesses from both countries to expand their operations in each other’s markets.

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam reaffirmed that Vietnam attaches great importance to its traditional friendship and Comprehensive Strategic Partnership with Russia, considering Russia one of Vietnam’s leading important partners in its foreign policy.

Prime Minister Le Minh Hung, accompanied by a high-ranking Vietnamese delegation, will attend the 18th BRICS Summit and hold bilateral engagements in India from September 12 to 13.

The CPV delegation’s participation in the ICDPP demonstrates its active engagement in multilateral mechanisms involving political parties, contributing to expanding ties with political parties, organisations and networks in Asia and around the world.

To build an advanced Vietnamese culture imbued with national identity, Vietnam wishes to continue deepening cooperation with Russia in culture, arts and cinema, said General Secretary of the Communist Party of Vietnam Central Committee and President To Lam.

In order for bilateral defence ties to truly match its role as a strategic pillar of the Vietnam-Russia Comprehensive Strategic Partnership in the new period, the two sides agreed to focus on promoting several key areas, including delegation exchanges and contacts at all levels, particularly high-level one; maintaining effective defence strategic consultation and dialogue mechanisms; training; and United Nations peacekeeping operations.

The Ho Chi Minh Monument, situated at Ho Chi Minh Square, is a historic and cultural landmark symbolising the enduring friendship between Vietnam and Russia. It was inaugurated in 1990 to commemorate the 100th birth anniversary of the late leader.

To deepen the two parties' ties at bilateral and multilateral levels, the top Vietnamese leader proposed both sides effectively follow the agreement on further expanding and deepening inter-Party relations, especially by increasing high-level delegation exchanges and promptly sharing information on each Party's key activities.

General Secretary and President To Lam affirmed that Vietnam deeply respects and will never forget the assistance provided by the people of the former Soviet Union and present-day Russia, particularly war veterans, during Vietnam's past struggle for national liberation and its current national construction and development.

Prime Minister Le Minh Hung highlighted local cooperation as an important pillar of the Comprehensive Strategic Partnership between the two countries and calling for stronger efforts to turn strategic commitments into concrete projects.

The top legislator called on the Vietnam Innovation Network and experts in the RoK to share and transfer knowledge and international experience, particularly the RoK’s experience in developing, mastering and commercialising technology.

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam said he believes that the comprehensive strategic partnership with Russia would continue to develop strongly, substantively and effectively.

Vietnam-Russia relations are currently developing dynamically across many fields and dimensions, on the solid foundation of friendship and mutual understanding cultivated over years.
