The 13th Central Committee of the Communist Party of Vietnam held a meeting in Hanoi on August 3 to discuss the personnel work.

In the morning, under the chair of Politburo member and Prime Minister Pham Minh Chinh, the committee nominated and elected the new General Secretary of the 13th Central Committee of the CPV.

With 100% of the approval votes, the Committee elected To Lam, Politburo member and President of the Socialist Republic of Vietnam, as the new Secretary of the 13th Central Committee of the CPV.

In his speech, General Secretary Lam pledged to inherit and uphold the revolutionary achievements by late Party General Secretary Nguyen Phu Trong and previous generations of leaders. He vowed to maintain solidarity and unity and, together with the Party Central Committee, the Politburo, and the Party Central Committee’s Secretariat, resolutely lead and direct the entire Party, people and army to accomplish the goals and tasks set forth by the 13th National Party Congress, successfully organise the 14th National Party Congress, and steadfastly advance the nation's development in the new period.

In the afternoon, under the chair of Party General Secretary and State President Lam, the Committee considered the applications from some leaders of central agencies and localities to cease holding their positions.

Based on the report of the Central Committee's Inspection Commission and the proposal of its Commission for Organisation, the Party Central Committee found that Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister, former Secretary of the Party Civil Affairs Committee and Inspector General of the Government Inspectorate; Dang Quoc Khanh, member of the Party Central Committee, Secretary of the Party Civil Affairs Committee and Minister of the Ministry of Natural Resources and Environment, former Secretary of the Party Committee of Ha Giang province and head of the Delegation of Deputies to the 15th National Assembly of Ha Giang province; Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Party Committee of Quang Ninh province, Chairman of the People's Council of Quang Ninh province; and Chau Van Lam, member of the Party Central Committee, Secretary of the Party Committee of Tuyen Quang province, head of the Delegation of Deputies to the 15th National Assembly of Tuyen Quang province have violated Party regulations in performing assigned duties and tasks, regulations on what Party members are not allowed to do, regulations on the responsibility to set a good example, and regulations on preventing and combating corruption and other negative phenomena.

Clearly aware of their responsibilities to the Party and the people, the above-mentioned officials submitted applications to cease holding their assigned positions.

On the basis of the current regulations of the Party and the State, and in consideration of their wish, the Party Central Committee agreed to let Le Minh Khai to cease holding the positions of Secretary of the Party Central Committee and member of the 13th Party Central Committee; and agreed to let Dang Quoc Khanh, Nguyen Xuan Ky and Chau Van Lam to cease holding their position of members of the 13th Party Central Committee.
