Member of the Politburo and Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Advisory Council on Amnesty, attended a ceremony announcing the President’s 2025 amnesty decision at the A2 Prison managed by the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management of the Ministry of Public Security, on May 1, in Khanh Hoa province.

On April 29, 2025, the President of the Socialist Republic of Vietnam signed an amnesty decision granting early release to more than 8,000 inmates, accounting for over 4% of the total prisoner population nationwide.

At the A2 Prison, 69 out of nearly 2,520 inmates were granted amnesty under the decision.

Congratulating the amnestied inmates at the A2 Prison and across the country, Permanent Deputy Prime Minister Nguyen Hoa Binh underlined that ex-prisoners face numerous hardships and challenges, including temptation, incitement and threats from negative influences in their social integration.

But he believed that the 2025 amnesty beneficiaries, who had been equipped with social and legal knowledge and working skills at prison, would overcome all difficulties and successfully reintegrate into society.

For the inmates who had not been on the 2025 amnesty list, Deputy Prime Minister Nguyen Hoa Binh encouraged them to seriously comply with the laws and prison regulations, actively participate in education and rehabilitation programs so as to early be eligible for the leniency policies of the Party and State, such as sentence reduction, conditional release or amnesty.

He also called on Party committees, local authorities and relevant agencies to effectively implement the Government’s policies on the reintegration of ex-prisoners, noting that all sectors, social organizations, businesses, individuals and prisoners’ families should provide support and create favorable conditions for amnestied individuals to reintegrate into the community and build better and more meaningful lives.

At the ceremony, Permanent Deputy Prime Minister Nguyen Hoa Binh and accompanying delegates presented amnesty certificates, ID cards and Mobifone SIM cards to the amnesty beneficiary 69 inmates at the A2 Prison.
