PM Pham Minh Chinh: Public Security Forces must be "sharp sword" and "solid shield" of the Party, State and people

Prime Minister Pham Minh Chinh urged the Public Security Forces to place national interests and people’s interests above their own in any circumstances, always uphold their virtues and firm political mettle, and serve as a "sharp sword" and "solid shield" of the Party, State, and people.

The above statement was made by Prime Minister Pham Minh Chinh at the 77th National Public Security Conference, which takes place in Hanoi from December 27 to December 29.

The head of the Government stressed that thousands of Public Security officers sacrificed their lives while protecting national security, maintaining social order, fighting crimes, and serving the people over the last 77 years.

In 2021, eight Public Security officers sacrificed their lives, hundreds of other have been injured performing duties. Among them, six officers have been killed and 208 others wounded while performing duties on the frontline of the fight against the COVID-19 pandemic.

"The achievements and sacrifices have embellished the glorious tradition of the People's Public Security Forces", the Prime Minister emphasized, and they have been recognized and appreciated by the people, the Party, and the State.

According to Prime Minister Pham Minh Chinh, 2022 will be a year of great significance for the Public Security Forces as it is the second year of implementing the Resolution of the 13th National Party Congress and the 7th Public Security Party Congress. It will also begin a new national development stage with not only opportunities but also difficulties and challenges. Thus, the duties and responsibilities of the Public Security Forces will be heavier and more complicated.

The forces should have greater determination and effort to meet the high requirements for tasks of the Party and State; and the expectations and trust of the People, he added.

Showing his consensus on the breakthroughs and key tasks mentioned in the Ministry of Public Security’s reports and the draft resolution of the conference, Prime Minister Pham Minh Chinh said that the Public Security Forces and their operations must always be put under the absolute and comprehensive leadership of the Party and the management of the State, thus contributing effectively to promoting socio-economic development, maintaining political stability and stepping up the fight against “internal enemies”, firmly safeguarding national defense-security, protecting Vietnamese culture imbued with national identity, and pursuing the country’s foreign policy of independence, self-reliance, diversification, multilateralization of international relations.

The Prime Minister requested the Public Security Forces to continue its leading role in implementing the Resolution of the 13th Party Congress; seriously and effectively implement the Politburo's Resolution on “Promoting the building of a truly revolutionary, regular, elite and modern Public Security Forces, meeting the requirements for their tasks in the new context"; and to concretize and institutionalize the guidelines of the Party and the State for their work.

The Public Security Forces were required to actively grasp the security situation in the country and advice the Party and State to craft timely directions and approaches, especially strategic advice, always hold the initiative while preventing the country from being in a strategic disadvantage or surprise, and denying any threats to national security, national interests.

The Public Security Forces must always be on alert to foil all sabotage plots and activities by hostile and reactionary forces.

According to the Prime Minister, the Public Security Forces should implement effective solutions to mobilize the whole political system and the whole society to participate in preventing and fighting crimes; to control all kinds of crimes, especially corruption, economic crime, smuggling, hi-tech crime; and to prevent the emergence of gangs and criminal organizations.

The Prime Minister asked the Public Security Forces to further improve the quality and effectiveness of coordination between the People's Public Security Forces and the People's Army as well as other Central-level agencies, ministries and branches in realizing the objectives and tasks of Party building, and consolidating the political and economic systems.

“Each revolutionary public security officer must place national interests and people’s interests above their own in any circumstances, always uphold their virtues and firm political mettle, and serve as a “sharp sword” and “solid shield” of the Party, State, and people, thus deserving the Party, State and people’s expectation and affection for them”, Prime Minister stressed.
