PM Phuc: All public security officers be responsible and committed to the people

PSNews - The Ministry of Public Security on March 25 held a conference to review its task performance in Q1 of 2019 and appraise results of the implementation of Decree No. 01 of the Government on functions, tasks, authority and organizational structure of the Ministry of Public Security.

Prime Minister Nguyen Xuan Phuc attended and made a keynote speech at the conference, which was chaired by General To Lam, Minister of Public Security.

The meeting also saw the participation of representatives of central agencies, leaders of the Ministry of Public Security and under-ministerial public security agencies and units.

Delivering opening remarks, General To Lam said the conference was held to review outcomes of the task performance of the Public Security Force in  Q1 of 2019, particularly results of the intensive campaign to attack crimes and ensure public security and order before, during and after the recent Lunar New Year Festival.

The meeting also aimed to evaluate results of the implementation of Decree No. 01 of the Government on functions, tasks, authority and organizational structure of the Ministry of Public Security.

Minister To Lam asked delegates to discuss both strengths and weaknesses of the Public Security Forces in observing the laws in investigating and solving criminal cases, as well as to propose specific approaches to effectively implement Decree No. 01 of the Government so as to further renovate and streamline the Public Security Forces’ apparatus for more efficiency and effectiveness.

At the conference, on behalf of the Ministry of Public Security leadership, Senior Lieutenant General Bui Van Nam, Deputy Minister, briefed the delegates on the forces’ achievements in the past time.

He said the Public Security Forces implemented synchronous measures to effectively prevent and fight against conspiracies and activities of hostile, reactionary and terrorist forces.

Particularly, the Public Security Forces ensured absolute safety for key structures and targets as well as security and safety for important political, cultural and social events in the country, especially the second US-DPRK Summit in Hanoi, contributing to enhancing Vietnam's position in the international arena.

The forces also effectively handled emerging issues of security and order, contributing to the country’s socio-economic development and international integration.

According to reports, agencies and units under the Ministry of Public Security and provincial-level police departments strictly followed directions of the Ministry’s leadership, took various effective measures to ensure security and order during the Lunar New Year Festival.

In Q1, police forces have obtained large achievements in the fight against crimes as the rate of criminal cases dropped 1.83%; the rate of successfully-investigated cases reached 80.23%, 4.64% higher than the previous period and exceeding the set target. The police also strongly attacked economic and environmental crimes, corruption, gambling, drug trafficking, usury and "black credit"...

Reports revealed that, after 7 months implementing Decree No. 01 of the Government, the organizational structure of the Ministry of Public Security have now been renovated and streamlined, without the intermediate level, assuring the Party's absolute, direct and comprehensive leadership over the public security works while facilitating chains of command at all levels.

At the discussion session that Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security presided over, delegates re-emphasized the forces' achievements in recent times, as well as straightforwardly pointed out shortcomings and limitations of the forces in fulfilling their tasks, and proposed specific solutions to better perform the assigned tasks in the upcoming time.

Addressing the conference, on behalf of leaders of the Party and State, Prime Minister Nguyen Xuan Phuc praised the achievements and efforts of the Public Security Forces in recent times, affirming the Public Security Forces contributed greatly to ensuring political security, social security and peaceful life for the people.

Public security officers and soldiers managed to overcome all difficulties, were always devoted to serve the people and ready to sacrifice themselves for a peaceful life for the people across the country, said Prime Minister Nguyen Xuan Phuc.

During his keynote speech, the Prime Minister spoke highly of the Public Security Forces' achievements in ensuring security and safety for the second US-DPRK Summit in Hanoi in February 2019.

He praised the forces for their comprehensive and effective plans with the deployment of thousands of officers, and good coordination with the Ministry of Defense and the Ministry of Foreign Affairs in implementing plans as well as in responding to any issues arising.

Regarding the continued implementation of Decree No. 01, Prime Minister Phuc said the streamlined organization of the Ministry of Public Security received consensus and support from all levels, sectors and people, especially generations of leaders, officers and soldiers of the Public Security Forces.

The Prime Minister then underlined some key tasks of the Public Security Forces in the coming time, requesting that the Public Security Forces should continue effectively implementing all resolutions of the Party Central Committee on Party building while taking further measures to streamline the apparatus.

Prime Minister Nguyen Xuan Phuc also urged the Ministry of Public Security to strengthen the qualities and qualifications of its officers at all level. He especially instructed all public security officer to “always respect, promote relations with, learn from and be responsible to the people".
