The PM made the request at a national conference on labour market in Hanoi on August 20, which was connected to all localities across the country.
It can be considered imperative to swiftly develop a system of labour market information, a system of employment service centres, and a system of vocational training centres, among other things, he pointed out.
The PM went on to stress the necessity of building a modern and transparent labour market management system, making it easier for people to gain access to employment services and for businesses to recruit high-quality human resources.
He called for resources to be pooled together as part of efforts to develop a multi-tiered labour market forecasting and information system targeting users that are State management agencies and businesses, with a specific focus on employees.
More attention should be paid to job generation in rural and remote areas to ensure that local residents receive steady incomes and do not migrate en masse to major cities, he ordered.
PM Chinh also requested that relevant ministries and agencies quickly implement housing support policies for workers, especially those in industrial zones and big cities.
“The Government has held a national conference on social housing with the goal of building at least 1 million affordable houses for workers and low-income people by 2030,” the PM revealed.
He requested comprehensive renovation to be undertaken in the vocational training system in an open and flexible manner as a way of improving the quality of human resources, as well as taking advantage of golden population opportunity in order to support economic restructuring in the context of Industry 4.0.
He expressed his hope that international organisations continue to provide financial support and share their experience in developing and managing the labour market in Vietnam.
In a report presented at the conference, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung pointed out that the country’s labour structure has enjoyed a positive shift in the direction of reducing the proportion of employees in the agricultural sector and increasing the proportion of workers in the industrial and services sectors.
Moreover, labour productivity and the overall competitiveness of the labour force, as well as workers’ incomes, have all recorded considerable improvements, he said.
However, Minister Dung admitted that the domestic labour market has so far failed to keep up with national socio-economic development requirements. The market remains highly vulnerable to shocks, such as the impact of the COVID-19 pandemic, leading to a high number of unemployed workers, supply chain disruption, and a post-pandemic shortage of human resources, coupled with a lack of electronic database in labour management.
These shortcomings and challenges should be addressed moving forward as a means of helping the labour market to develop in a steady manner, said the Minister.
At the event, Vietnamese and foreign experts underlined the importance of improving the quality of human resource training to meet development needs in each period. To achieve this, they suggested that the country strive to improve workers’ skills, promote connectivity between recruitment needs and training programmes, along with building a modern labour market infrastructure.
The conference was attended by numerous ministers in charge of labour, investment, justice, communication, trade, rural development, education, and tourism, along with executives of leading economic groups and representatives of international organisations.
