Police forces asked to prevent and control child abuse

The Steering Committee on prevention and control of crimes against children and law violations related to people under 18 years old (Plan No. 506) of the Ministry of Public Security held a conference to review the two-year implementation of the plan, on the afternoon of December 7.

The summary report on the results of two years of implementation of the Ministry of Public Security's Plan 506 stated that over the past two years, the Central and local-level inter-sectoral steering committees for Plan No. 506 have submitted more than 400 reports to the National Assembly and the Government on the public observance of the law on children, the results of controlling violence against children and child abuse and fight against crimes and law violations related to people under 18 years old.

The steering committees also advised local authorities on more than 500 plans to implement the directives of the National Assembly and the Government in strengthening solutions to improve the effectiveness of prevention against this type of crime.

At the conference, representatives from agencies and units under the Ministry of Public Security, the Border Guard Command, the Women's Union, the Department of Education and Training of provinces and cities discussed various related issues, measures to control crimes against children and law violations against people under 18 years old. 

Representatives of relevant functional units of ministries and organizations provided guidance and direction, and answer a number of difficulties and problems faced by localities while Plan No. 506.

Concluding the conference, Deputy Minister Nguyen Duy Ngoc stated that in the coming time, the situation of crimes against children and law violations against people under 18 years old will possiblely see an increase in non-traditional factors, such as child abuse in cyberspace, vulnerability of children to climate change, natural disasters, epidemics.

The Deputy Minister emphasized that the above issues will challenge authorities and organizations at all levels in child protection, thus requiring law enforcement agencies to always be "one step ahead" in prevention and control of child crime.

Deputy Minister Nguyen Duy Ngoc suggested that steering committees for Plan 506 at all levels continue to actively advise Party committees and local authorities at all levels to mobilize the whole political system and people to participate in preventing and controlling crimes against children and law violations against people under 18 years old while grasping, analyzing and forecasting situational developments in child abuse and crime against children so as to give higher authorities on approaches to lead the work of ensuring security and order, preventing and controlling crime, as well as stopping risks of child abuse in cyberspace. 

The Police Department for Administrative Management of Social Order should coordinate with the Department of Children under the Ministry of Labor, Invalids and Social Affairs to soon develop a data system on the management of cases related to children in support of controlling child abuse. 

The local steering committees for Plan No.506 should also proposes solutions to connect families, schools, social organizations and mass organizations to protect children in the coming time.
