In preparation for the congress, a core value continues to be proved and deeply felt: the harmony between the "Will of the Party" and the "Hearts of the People" —a source of unparalleled strength that guarantees every victory of the Vietnamese revolution.

The Party’s Will roots in the People’s interests

Since its inception and throughout its leadership, the CPV has consistently maintained that its interests are inseparable from those of the working class, laborers, and the entire nation. Every policy or guideline of the Party has been for the ultimate goal of national independence in association with socialism as well as for the happiness of the people. The preparatory work for the 14th Congress has clearly reflected the above-mentioned. From summarizing the Party work in the 13th term, drafting key documents for the 14th tenure to introducing qualified cadres to the election to the 14th Party Central Committee and directing the lower-level Party organizations to hold congresses, the Party has remained steadfast in its principle: taking the people as the center, the subject and the primary goal of development.

The Party’s decisions are not detached from the reality; they are a distillation of collective wisdom, forged from the vibrant practicalities of the country and the lives of its citizens. The extensive solicitation of feedback from officials, Party members and people from all walks of life on the draft documents is a vivid testament to a spirit of democracy, receptiveness, and active listening. Through this process, the legitimate will and aspirations of the people are translated into the Party’s strategic vision.

The People’s Hearts Built on Trust and Expectation

If the Will of the Party is the guiding light, the People’s Aspirations are the solid foundations for the nation to reach revolutionary goals. Facing intertwined opportunities and challenges in a rapidly evolving and complex global landscape, the nation remains united, trusts the Party’s leadership implicitly, and holds high expectations for the 14th Congress.

This trust is bolstered by the historic achievements obtained during the 13th term. These include sustained economic growth, improved living standards, strengthened national defense and security, and Vietnam’s status rising in the international arena. Notably, the campaign for Party building and Party rectification has been intensified with a "no restricted zones, no exceptions" principle, further solidifying public confidence.

The people’s trust and support for the Party is also vividly expressed through patriotic emulation movements, social consensus on major policies, and their willingness to make their part to national development. From this bedrock of faith, the people expect, the 14th Congress will set forth decisive and breakthrough policies that will lead the country toward faster and more sustainable growth.

Historic Convergence of Party’s Will and People’s Hearts

The history of the Vietnamese revolution shows that the nation has overcome all obstacles and achieved all goals as long as the Party’s will aligns with the people’s hearts. The Party’s will and the people’s hearts have once again historically converged in the preparation for the 14th Congress.

It is reflected in the high consensus between the Party and the people on the path of national development, a unified demand for a clean and strong Party, and a shared aspiration for a prosperous, happy and powerful Vietnam. The Party’s will has touched the hearts of the people, while the people’s support provides a momentum for the Party’s policies to come to life.

In this process, the role of the political system and the contingent of cadres and Party members — especially those at the grassroots level — is of paramount importance. Every official acts as a direct conveyor, translating Party policies into concrete, practical actions that benefit the people.

Sacred Unity of Party’s Will and People’s Hearts

The unity between the Party and the People is the precious legacy and a continuous, long-term task. In this new era, to strengthen this bond, the Party should constantly undergo self-renewal and rectification. Cadres and Party members should serve as truly role models of integrity, who always stay close to the people, respect them, understand them, and wholeheartedly serve them.

In the current context, the People’s Public Security Forces have more responsibility for the unity. Maintaining national security and social order is not only the mission of protecting the Party and the State but also the responsibility for safeguarding the peaceful and happy lives of the citizens. In for the buildup to the 14th Congress, every officer should further uphold a spirit of dedication to the people, contributing to the firm consolidation of public trust.

The 14th National Party Congress will be held in several days’ time. The preparatory work for the congress, which has been made, is really a convergence of wisdom, faith and aspirations of the entire Party, the people and the armed forces. In the journey to the 14th National Party Congress, the Will of the Party and the Hearts of the People have been blended together, creating a formidable spiritual strength that ensures a big success of the 14th National Party Congress.

With such high unity of the Party’s will and the people’s hearts, the 14th Congress is expected to open a new chapter of development, creating a firm basis to realize the vision of a prosperous and happy nation, worthy of the people’s trust and the great sacrifices of previous generations.
