Amending the Penal Code towards a safer, more harmonious society
According to Deputy Minister Le Quoc Hung, imposing harsher penalties does not necessarily translate into lower crime rates. Rather than pursuing increasingly severe punishments, the amended Penal Code seeks to address the underlying causes of crime and promote more effective prevention and enforcement measures, ultimately fostering a safer, more harmonious society.
