Vietnam, Cambodia sign defense cooperation document for 2023

General Phan Van Giang and General Tea Banh, on behalf of the Ministry of National Defense of Vietnam and the Ministry of National Defense of Cambodia, signed a cooperation document for 2023 between the two ministries.

The signing ceremony took place shortly after talks between the two ministers in Hanoi on February 19.

They also signed a memorandum of understanding on cooperation in the field of military law and national defense between the two ministries.

The two sides agreed to strengthen cooperation in information sharing and coordination in border patrol in order to maintain security and order on land and at sea.

They vowed to jointly develop a long-term communication plan on solidarity and mutual assistance between the Governments, peoples and armies of the two countries, especially on major anniversaries such as the 70th anniversary of the Royal Cambodian Army in 2023 and the 80th anniversary of the Vietnam People’s Army in 2024.

They agreed to coordinate effectively in implementing joint cooperation activities during Cambodia’s hosting of the 32nd SEA Games and 12th ASEAN Para Games.

They underlined the need to focus on continued cooperation in the field of human resource training, and the search and repatriation of the remains of volunteer Vietnamese soldiers and experts who died in Cambodia during the past wars.

During their talks, the two ministers also agreed that defense cooperation between Vietnam and Cambodia, despite the impact of the COVID-19 pandemic, has still yielded positive results, continuing to be one of the important pillars of the Vietnam – Cambodia relations.

Both sides, along with maintaining high-level meetings and contact in flexible forms, have effectively implemented contents of cooperation, maintained security and order in the border area, and strengthened cooperation in military medicine and human resources training.

Marking 55 years of diplomatic ties between Vietnam and Cambodia in 2022, the Defense Ministries of the two countries jointly organized a range of events of great significance in bilateral relations. Among them were the first Vietnam-Cambodia border defense friendship exchange in May 2022, the 45th anniversary of Cambodian Prime Minister Hun Sen’s journey towards overthrowing the Pol Pot genocidal regime in June 2022, the annual meeting between the Defense Ministers of Vietnam, Laos and Cambodia, and the first joint rescue and rescue exercise between the three countries’ armies in Laos in September 2022.

General Tea Banh is in Hanoi for an official visit to Vietnam at the invitation of General Phan Van Giang.
