Vietnam expects Japanese assistance to strategic infrastructure projects

Prime Minister Pham Minh Chinh has expressed hope that Japan and the Japan Bank for International Cooperation (JBIC) in particular provide additional assistance to Vietnam’s priority areas, including climate change adaptation and digital transformation.

Receiving JBIC governor Tadashi Maeda in Hanoi on July 22, Chinh highly appreciate JBIC cooperating effectively and actively with Vietnam by providing loans to important infrastructure projects in the country.

He noted that the extensive strategic partnership between Vietnam and Japan is developing well with high political trust. Japan is the leading economic cooperation partner, the largest ODA provider, the second largest labour cooperation partner, the third largest investor, and the fourth largest trade partner of Vietnam.

Vietnam always considers Japan an important and long-term strategic partner, and it supports Japan in making positive contributions to peace, cooperation and development in the region and the wider world, he stressed.

According to the PM, one of the top priorities of the two countries is to promote economic relations, and Vietnam has introduced a range of solutions to effectively control the COVID-19 pandemic, stabilize the macro-economy, rein in inflation, ensure large balances, and improve its business and investment environment.

He suggested that JBIC continue to make recommendations to the Government and Diet of Japan and coordinate closely with Vietnamese agencies to find out more effective cooperation models so as to further develop the Vietnam - Japan extensive strategic partnership in the new period.

He proposed that Japan and JBIC in particular help Vietnam build an independent, self-reliant economy associated with active international integration, achieve net zero emissions by 2050 and access the US$10 billion aid package that Japanese Prime Minister Fumio Kishida pledged at the 26th UN Conference on Climate Change in Glasgow, the UK, last November.

Vietnam needs support and assistance in terms of policy consultation, capital, technology, human resources, and management experience to develop the energy transition industry, with a focus on making use of renewable energy sources, said Chinh.

The Vietnamese leader also suggested that Japan and JBIC promote the new generation ODA cooperation programme that the two Prime Ministers discussed during Chinh’s official visit to Japan in November 2021 and Kishida’s official visit to Vietnam recently.

He expected that Japan and JBIC would support Vietnam in implementing strategic infrastructure projects, especially those on transport, climate change response, and digital transformation, improve medical capacity, promote innovation, and increase the quality of human resources.

He called on Japan and JBIC to encourage Japanese enterprises to invest more in Vietnam to turn Japan into the number 1 investor in the country.

JBIC governor Tadashi Maeda highly appreciated Vietnam’s COVID-19 control and economic recovery efforts, affirming JBIC wishes to cooperate with Vietnam in various fields.

He revealed that Vietnam is one of Japan’s two key partner countries in ASEAN in implementing cooperation strategies on climate change adaptation to realize the idea of ​​creating an Asia zero emissions community with specific plans and projects.
