Building a righteous, enabling government in 2017

In 2017, the Vietnamese government continues to promote start-ups and building a righteous, enabling government towards the motto “Strengthening disciplines, upholding responsibility, promoting innovation, and ensuring rapid, sustainable growth”.

Building a righteous government means building an effective, working, and interactive government, in which members are closely connected to each other in a unified system. A righteous government is defined as a government free from corruption who respects public work and is devoted to national interests.

An enabling government is a government that creates conditions for enterprises and the market economy. To this end, it’s necessary to revise policies and improve the infrastructure and human resource.

Inspired by 2016’s achievements

In 2016, the government resolutely promoted the building of a righteous, enabling, and working government to serve the public and enterprises.

Economist Pham Chi Lan said the people and businesses praised the Prime Minister and the government’s determination to build a working, serving government. The Prime Minister held a series of meetings with enterprises, workers, and people from other social strata. He urged ministries, sectors, and localities to develop action programs to create favorable conditions for Vietnamese businesses.

“The government put in place a 5-year action program to build an enabling government and reform the business environment. The government clarifies the role of the State, the business community, and other social strata in boosting the national growth. The Prime Minister’s intention has been supported by Deputy Prime Ministers. Some ministries and sectors have made certain changes,” she said.

A number of legal documents have been revised to expedite national growth. Former Head of the National Assembly’s Committee for External Affairs Vu Mao said “The government’s resolve and close direction encourages the public and enterprises. The government shows its respect for the law with the Prime Minister requesting the review and scaling down of circulars. The government asked the National Assembly to fine-tune the legal system to help the government manage its work.”

Being more proactive in 2017

The achievements gained after nine months of realizing the government’s determination to build a righteous, enabling, working, and serving government have been applauded by the public. This encouraged the government to continue on its path. 
At the year-end meeting of the government, Prime Minister Nguyen Xuan Phuc asked cabinet members to have political resolve and aspirations to develop the nation in the new period: “Our foremost function is to manage society, national defense, security and external relation affairs. It’s obvious. But we also need to focus on developing the administration, and a righteous, enabling, and working government to serve the public and enterprises. We need to be more proactive to fulfill this task.”
The Prime Minister said that without renewal and reform, Vietnam could face a series of challenges in realizing its set goals. 
“We agreed to focus on strengthening disciplines, upholding responsibility, promoting innovation, and ensuring rapid and sustainable development in 2017. We need to be more innovative because the level of Vietnam’s development is low compared to the region and the world. This is also a step on the way to realizing the plan of building a righteous, enabling, working and serving government,” the Prime Minister said.
PM Phuc asked for efforts to ensure a stable macro-economy and an inflation of below 4 percent and to achieve a growth rate of 6.7 percent next year. 
“Ministries, sectors and localities need to quickly detect and ask the Government to abolish regulations that hamper national development. They also need to immediately eradicate unnecessary regulations which fall within their jurisdiction and promptly report to the National Assembly and the Party Central Committee,” he said.

The Prime Minister also stressed the importance of improving the business climate:“We aim to improve Vietnam’s international ranking in the business environment and competitiveness and ensure sustainable development. Measures are needed to incentivize more than 3.5 million businesses. It’s important to improve tax policies, accelerate administrative reforms, and work out specific solutions to
