General Secretary and President To Lam arrives in Manila for state visit to Philippines

General Secretary and President Lam expressed his hope that the community will remain united, preserve the Vietnamese language and cultural identity, and strengthen ties with the homeland.

The two sides agreed to strengthen cooperation in emerging and high-potential fields, including digital transformation, green economy, clean energy transition, new technologies, innovation, smart finance, supply chain resilience, financial centre development and food security.

At the A*STAR Model Factory, one of Singapore’s flagship research and application facilities for smart industry, innovation and digital transformation in production, General Secretary and President Lam expressed his impression of Singapore’s approach in creating conditions for enterprises to directly test technologies before making large-scale investments.

General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam joined Singaporean Prime Minister Lawrence Wong in a tree-planting ceremony at the Singapore Botanic Gardens on May 30 as part of his official visit to the city-state.

The ministers shared the view that General Secretary and President Lam’s delivering of a keynote address at the 23rd Shangri-La Dialogue reflected the international community’s recognition of Vietnam’s role, voice and contributions to regional strategic issues, and demonstrated its strong interest in the country’s perspectives and approaches to promoting dialogue, building trust, enhancing cooperation, and addressing common challenges.

The leaders highly valued the trust, sincerity and mutual support that the two countries have cultivated in recent years, agreeing to continue close coordination to advance Vietnam–Timor-Leste relations in a more substantive and effective manner, thereby contributing positively to peace, stability, cooperation and sustainable development in the region.

General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam and Singaporean Prime Minister Lawrence Wong agreed to further enhance the effectiveness of bilateral cooperation mechanisms and elevate strategic cooperation in line with the newly established Comprehensive Strategic Partnership.

Vietnam therefore stands ready to work with countries both within and beyond the region to reinforce rules, nurture trust, promote dialogue, enhance cooperation, mitigate risks, and together shape an Asia-Pacific that is safer, more resilient and more prosperous.

The delegation observed a moment of silence in remembrance of President Ho Chi Minh – a brilliant leader and great teacher of the Vietnamese revolution, a national liberation hero, an exemplary international communist fighter, and a close friend of peace-loving peoples around the world.

Ho Chi Minh City was tasked with continuing to refine the two-tier local administration model in a streamlined, effective, and substantive way; stepping up decentralisation and delegation of authority alongside power control and accountability; and building quantitative criteria to assess operational effectiveness, with citizens and businesses placed at the centre of service delivery.

The signed documents include an MoU on cooperation between Vietnam’s Ministry of Foreign Affairs and Singapore’s Public Service Division, and a joint statement between Vietnam's Minister of Industry and Trade and Singapore's Minister-in-charge of Energy and Science & Technology on strengthening supply chain resilience.

Both host and guest agreed to create new breakthroughs in economic ties to ensure greater depth, quality and efficiency, promote high-quality bilateral investment flows focused on strategic and high value-added sectors, and strengthen business connectivity.

During a meeting with Thammasak Sethaudom, President and Chief Executive Officer of Siam Cement Group (SCG), the Vietnamese leader welcomed continued expansion of Thai investment in Vietnam, particularly in foundational industries, green industry, new materials, logistics, and supply chains.

Politburo member and Standing Member of the Party Central Committee’s Secretariat Tran Cam Tu emphasised that Party building and rectification efforts now require broader and more comprehensive inspection and supervision.

The state visit to Singapore by Party General Secretary and State President To Lam is of particular importance to the continued implementation of the Comprehensive Strategic Partnership between the two countries.

Reaffirming Vietnam’s high regard for bilateral ties, General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam praised the strong development of relations over the past five decades, especially since the establishment of the Strategic Partnership in 2013 and its upgrade to a Comprehensive Strategic Partnership in 2025. He said Thailand is currently Vietnam’s largest trading partner within ASEAN and one of the country’s leading foreign investors.
