Home affairs minister admits flaws in personnel work

Minister of Home Affairs Le Vinh Tan took the floor at the question & answer session of the 14th National Assembly’s second session in Hanoi on November 16, clarifying issues of public concern regarding personnel work.

Deputies raised concern that several degraded officials appointed family relatives to leadership positions instead of talented ones who, they said, argued that the appointment is a regulated step-by-step procedure to cover up their misdeeds. 

In response to the issue, Minister Tan said the ministry formed three working groups to nine localities to conduct investigations within 15 days, the outcomes of each one have been reported to the Prime Minister.

Accordingly, the ministry urged the PM to direct local authorities in personnel appointment that ensure openness, transparency and democracy and consider cases of abusing position and authority or making unqualified nomination. 

About flaws in personnel recruitment, planning, transfer and appointment, deputy Do Duc Hong Ha from Hanoi said a part of officials and cadres show the lack of sense of responsibility, competence and discipline who are unwilling to work, thereby undermining the people’s trust to the Party and State. 

In the near future, the ministry will coordinate with the Party Central Committee’s Organisation Commission to amend two decrees and regulations on personnel appointment, transfer and training, he said. 

The minister also admitted the mass recruitment and appointment in the end of tenure, adding that the Prime Minister directed inspecting two units and the results will be reported to the government and lawmakers soon. 

According to him, this year’s inspection focuses on the organisation of personnel entrance examinations and priority for next year will be personnel work, targeting ministries, agencies and localities, especially near the term’s end. 

On the personnel streamline over the past two years, only more than 17,000 are out of the payroll. Nearly 4,000 are working on contracts at ministries, agencies and localities while more than 60,000 others work for public administrative units. 

He said the ministry committed to the government that the annual payroll quota will be fixed for each ministry, agency and locality in line with the Politburo’s resolution, which sets a yearly 1.5 percent reduction in payroll.

Turning to the imposition of disciplinary measures against former Minister of Industry and Trade Vu Huy Hoang, Tan said that it is an unprecedented case. The Party Central Committee’s Secretariat assigned the Party Delegation to the Government to work closely with the NA’s Party Organisation and authorised agencies to consider administrative disciplines in line with the Party and State’s regulations.

The ministry plans to review 10-year implementation of the Law on Public Officials and Civil Servants which, he said, needs to be revised to force officials and cadres to be responsible for their acts, including retirees and incumbents.
