NA Standing Committee discusses draft Law on Mobile Police

The National Assembly Standing Committee, on September 21, held the 3rd session to discuss the draft Law on Mobile Police. Major General Le Quoc Hung, Deputy Minister of Public Security (MPS) and representatives of MPS’ functional units attended the meeting.

Briefing delegates on the bill, Deputy Minister Le Quoc Hung stated that the draft Law on Mobile Police, which inherits the relevant provisions of the Ordinance on Mobile Police, consists of 05 Chapters and 32 Articles.

The bill has new provisions to meet the actual duty requirements of the mobile police. Specially, Article 11 of the draft Law defines additional authority given to the mobile police in special circumstances as follows:

- Mobile police officers are permitted to carry weapons, combat gears, means and technical equipment to the airport and to board aircraft and ships in cases of counter-terrorism, hostage rescue, and suppression of dangerous criminals with weapons, or while protecting shipments of special goods and escorting the serious criminals; handling urgent and complicated security and social order situations as ordered by competent agencies. 

- The mobile police can use use weapons to prevent, neutralize unmanned aerial vehicles and other vehicles that directly attack or threaten to attack targets safeguarded by the mobile police.

The draft law also regulates the authority of the Mobile Police Commander and heads of provincial-level police departments to mobilize mobile police contingents to perform designated duties. (Clauses 2 and 3, Article 19 of the draft Law).

It also defines the scope and scale of coordination of Mobile Police with relevant agencies, organizations, functional forces and local authorities while performing tasks (Article 20), as well as the recruitment and personnel work in accordance with the requirements of various mobile police units for their specific tasks and activities.

To conclude the meeting, Vice Chairman of the National Assembly Tran Quang Phuong requested the agency responsible for drafting the law to note opinions and ideas on the draft law from the delegates and complete the draft law before submitting it to the National Assembly for consideration at the upcoming 2nd NA meeting.
