The event was organized by a consortium of investors comprising Hanoi Medical University Hospital, the Hanoi Housing Investment and Development Corporation (HANDICO) and NGS Equipment and Communications Joint Stock Company with a view to marking the 14th National Party Congress.
Addressing the event, the Party leader said the project is important for the capital and for Vietnam’s strategy to protect, care for and improve public health, particularly as the country enters a period of rapid population ageing.
He reaffirmed the Party’s consistent view that people are both the goal and the driving force of development, with public healthcare regarded as a central and enduring political task. For older people, healthcare is not merely a medical matter but a profound humanitarian issue, demonstrating the responsibility of the Party, the State, society and families toward those who have contributed throughout their lives to the nation and the community.
In the context of rising life expectancy and changes in family and social structures, the Party chief cautioned that without new policy responses, the healthcare and social security systems would come under heavy pressure.
He noted that the Party and State have issued a number of major policies and resolutions to proactively respond to population ageing, treating public health protection and care as a pillar of sustainable development.
The Party leader said the project gives direct expression to major Party and State policies on science and technology development, private sector growth and improvements in healthcare quality, while reflecting Hanoi’s efforts to apply special mechanisms and policies to implement large-scale projects with long-term impact.
He welcomed the close coordination among the State, academic institutions, scientists and enterprises involved in the project, saying it is in line with the Party’s policy of mobilizing all social resources for development, with the private sector playing an important role in the economy.
To ensure effective implementation, the Party chief called on the Hanoi administration to strengthen leadership and supervision, coordinate closely with the Ministry of Health and relevant agencies, facilitate the project in accordance with legal regulations, and closely monitor progress, quality and investment efficiency.
Hanoi Medical University and participating healthcare institutions were urged to uphold professional standards and medical ethics, place the quality of care and the interests of older people at the center, and work toward building a reputable center for geriatric training and research.
Enterprises and investors were asked to honor their commitments, pursue long-term investment and balance economic returns with social and humanitarian objectives.
The Party leader expressed confidence that the project would be carried out successfully and become a symbol of academic medicine, humanitarian healthcare and modern medical services in the new period.
The Hanoi Medical University Medical and Elderly Healthcare Complex is planned as a multi-functional center integrating high-quality medical services, education, scientific research, technology transfer and comprehensive healthcare for older people. T
The project has an estimated total investment of more than VND16 trillion, with the first phase scheduled for completion in 2028 and full completion expected by 2030.
