Project 06 Working Group reviews work in November

Politburo member and Minister of Public Security General To Lam chaired the meeting of the working group to review the implementation of Project 06/CP in November 2022, on November 28, in Hanoi.

Politburo member and Minister of Public Security General To Lam, who is also head of the working group on enhancing the application of population, electronic identification and electronic authentication data in national digital transformation in the period of 2022-2025 with a vision toward 2030 issued by the Government (Project 06), chaired the meeting of the working group to review the implementation of Project 06/CP in November 2022, on November 28, in Hanoi.

The summary report on the implementation of Project 06/CP in November stated that the Ministry of Public Security issued Circular No. 46/TT-BCA dated November 4, 2022, regulating the connection and sharing of information between the National Population Database and other national databases, sectorial databases and other information systems, contributing to completing legal institutions and creating a legal basis for legal entities to exploit information from the National Population Database.

Meanwhile, Central agencies, ministries and branches continue and perfect the provision of 21 out of the 25 essential public services in the electronic environment by effectively applying residential data, electronic identification and electronic authentication.

The public services that have been performed online at a high rate include residency registration (98.3%) and confirmation of ID card numbers on chip-based ID cards (99.8%).

Two integrated online public service groups, namely birth registration - permanent residence registration - issuance of health insurance for children under 6 years old, and death declaration - deletion of permanent residence - allowances for death, were successfully piloted in Hanoi city and Ha Nam province from November 21, 2022 to November 25.

Particularly, as many as 11,909 out of the total 13,056 medical centers nationwide or 91.2% had accepted chip-based ID cards instead of health insurance cards while 6,177,777 citizens had used their chip-based ID cards for health checkups and treatment, as of November 24.

During a debate under the chair of Deputy Minister Nguyen Duy Ngoc, delegates underscored the need to complete the legal basis so as to step up the implementation of the project and to remove household registration books as scheduled from January 1, 2023, as well as discussed approaches to upgrade  online public service systems, improve network security and information safety, and proposed solutions for building housing data and land data.

Concluding the meeting, Minister To Lam stressed that it is very important to complete the legal framework to accelerate implementation of contents of the project, especially when the removal of the household registration book will start from January 1, 2023.

To meet this end, the Minister suggested that the Ministry of Justice continue to closely coordinate with the Ministry of Public Security and the Government Office in completing the related documentations and submitting them to the Government for promulgation in December 2022.

Regarding the two integrated administrative service groups that have just been piloted in Hanoi and Ha Nam province, Minister To Lam proposed the Government Office to collaborate with the Ministry of Public Security to guide Ha Noi and Ha Nam province to solve problems emerged during the pilot implementation of the two public service groups, and hold conferences in December to review the results of the pilot implementation and learn lessons from the pilot implementation so as to deploy them nationwide in January 2023.
