A conference was held in Ho Chi Minh City on April 1 to adopt a report on the first phase of inspection and supervision and announce decisions for the second phase concerning the Standing Board of the municipal Party Committee.

The event was chaired by Politburo member and National Assembly Chairman Tran Thanh Man, head of Inspection and Supervision Delegation No. 11 of the Politburo and the Party Central Committee’s Secretariat. Also attending was Politburo member and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.

At the conference, the delegation presented the results of the first inspection phase, which reviewed leadership and direction in studying, disseminating, and implementing the Resolution of the 14th National Party Congress, as well as the implementation of Directive No. 01-CT/TW and Directive No. 46-CT/TW dated May 16, 2025 on leadership of election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure.

Addressing the meeting, NA Chairman Man praised the serious and responsible coordination of the municipal Party Committee’s Standing Board and relevant agencies during the inspection process, noting the thorough preparation of reports and related documents.

The delegation acknowledged positive outcomes achieved by the city, including proactive and timely leadership in implementing Party resolutions, early development of an action programme draft, and large-scale dissemination activities with high participation rates and diverse communication methods. Inspection and supervision work has been strengthened and incorporated into the term’s overall oversight programme, while the elections were organised safely and democratically, becoming a nationwide civic festival.

The NA Chairman also commended leaders and members of the municipal Party Committee Standing Board, and election bodies at all levels for strictly implementing directives of the Politburo and Secretariat, contributing to the successful organisation of the elections. Voting across the city’s 5,068 polling stations was conducted safely, democratically, and in accordance with the law, with voter turnout reaching 99.06% and no re-voting required. The city elected 38 NA deputies, 125 municipal People’s Council deputies, and 4,228 commune-level People’s Council deputies.

He noted that despite organisational restructuring and administrative streamlining, Ho Chi Minh City has demonstrated strong determination and comprehensive reform-oriented thinking aimed at enhancing competitiveness.

Highlighting challenges in achieving growth exceeding 10%, he urged the city to accelerate public investment disbursement, prioritising major transport infrastructure and key projects to mobilise broader social investment.

He called on the city to promptly resolve procedural, land, and resettlement bottlenecks while effectively applying special mechanisms under Resolution No. 260/2025/QH15 amending Resolution No. 98/2023/QH15 on pilot policies for the city’s development. Ensuring stable supplies of electricity, fuel, and gas, strengthening price control measures, enhancing strategic reserves, and developing smart power grid infrastructure were also emphasised.

The NA Chairman further urged improvements to the business environment, stronger support for private enterprises, and accelerated development of the digital economy and innovation through expanded application of big data, artificial intelligence, and digital transformation in production, services, and state governance, alongside more effective operation of the two-tier local government model with enhanced decentralisation.

Regarding upcoming inspection tasks, he requested the municipal Party Committee’s Standing Board continue substantive implementation of the 14th National Party Congress Resolution and swiftly finalise action programmes across all units, clearly defining responsibilities, timelines, and expected outcomes.

He also stressed the need to clearly distinguish between “term objectives” and “post-term vision” in action plans to facilitate monitoring and evaluation, and instructed local Party committees to proactively prepare for the second inspection phase in accordance with Programme No. 05 issued on February 10 by the Party Central Committee.
