The 15th National Assembly on October 31 morning listened to proposals and verification reports on a slate of draft laws aimed at strengthening national security, cybersecurity and digital transformation.

The bills include the Law on amendments and supplements to several articles of the Law on Defence Industry, Security, and Industrial Mobilisation; the Cybersecurity Law; the Law on Protection of State Secrets (revised); the Law on amendments and supplements to several articles of 10 laws related to national security and order; the Law on amendments and supplements to several articles of the Law on International Treaties; the Law on Digital Transformation; the Law on High Technologies (amended) and the Law on amendments and supplements to several articles of the Law on Technology Transfer.

Minister of Public Security Luong Tam Quang said the revisions are designed to align with a restructured state apparatus and a two-tier local administration model, while addressing urgent practical needs and matching national strategies for breakthroughs in science, technology, innovation, and digital transformation.

The draft Law on amendments and supplements to several articles of the Law on Defence Industry, Security, and Industrial Mobilisation comprises two articles. It splits the existing defence and security industry fund into two separate funds, adds a section on the national security industry complex in a chapter, and introduces regulations establishing a security industry development management council chaired by the Minister of Public Security.

The draft Cybersecurity Law, spanning nine chapters and 58 articles, introduces requirements for data security, IP address identification, and mandatory disclosure to specialised forces. It sets funding rules for cybersecurity protection in state agencies, organsations, and enterprises; encourages the use of Vietnamese cybersecurity products and services, and establishes a certification mechanism for cybersecurity compliance.

The revised Law on Protection of State Secrets permits electronic copying, extraction and storage of classified information while prohibiting artificial intelligence systems from compromising secrets. It extends protection duties to commune-level authorities and regional central agencies, improves the handling of documents containing state secrets in digital formats; and abolishing some internal administrative procedures related to state secret protection within agencies and local authorities.

The draft Law on amendments and supplements to several articles of the 10 laws on security and order comprises 12 articles, revising or supplementing 136 of 570 existing articles and adding two new ones.

During the same session, the legislature mulled over proposals and verification reports on the draft Law on Digital Transformation, the revised Law on High Technologies, and the Law on amendments and supplements to several articles of the Law on Technology Transfer.

The NA Committee for Science, Technology, and Environment endorsed fast-track enactment of the Law on Digital Transformation, the amended Law on High Technologies, and the amended Law on Technology Transfer. It recommended that the drafting agencies continue reviewing and cross-referencing the draft provisions with other related laws to ensure consistency and coherence across the legal system.
