Hanoi led in 18 of the 52 component indicators – the highest number among the 34 localities assessed.

Three proposals for a Thanh Thai pedestrian street, a low-emission zone inside Ring Road No. 1, and Hanoi’s 100-year master plan have been nominated in the Ideas category of the “Bui Xuan Phai: For the Love of Hanoi” Awards 2026.

The General Secretary and President stressed that there must be no delay between resolutions and action, or between decisions and results in people’s lives, adding that laws must not only serve management but also facilitate development, while outdated regulations must not hinder growth.

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam stressed that education should aim at comprehensive development, with schools meeting required standards and balancing academic studies with arts, sports and foreign languages to create an enjoyable learning environment.

The fare waiver covers all 128 subsidised bus routes, as well as the Cat Linh-Ha Dong Line 2A and the elevated section of the Nhon-Hanoi Railway Station Line 3.1.

The municipal Department of Construction said the plan includes traffic restrictions, designated parking areas, public bus services and public bicycle stations to help residents adjust their travel routes and access alternative transport options.

The effectiveness of the Capital Law 2026 will be measured not by the number of legal documents issued but by tangible improvements in governance and public administration, better services for people and businesses, faster administrative procedures, stronger investment attraction and higher economic growth.
