On behalf of the leadership of the MPS, Chief of the Office of the MPS Major General Nguyen Quoc Toan attended and delivered remarks at the ceremony. Also in attendance were representatives from various agencies and units under the MPS.
The training course was connected online to provincial-level police departments and more than 3,300 commune-level police stations nationwide.
Over the past years, the Office of the MPS has advised and directly organized eight training courses on knowledge, skills and advisory work for public security officers of all levels. Such training courses aim at updating knowledge, sharing hands-on experiences, and improve skills and capacity of officers working at various advisory divisions across the Public Security Forces.
As the three-day training course is designed for officers resonsible for advisory work from all the functional agencies and the provincial and commune-level police units nationwide, it only a small number of officers attend the course in-person while a large majority particpate in it online. The online platform allows a large number of officers from different locations nationwide to join the course, therefore contributing to strengthening their connectivity, unifying their mindsets and working methods of advisory work.
Importantly, it is connected to all commune-level police units so it allows officers working directly at the grassroots to learn useful knowledge, new advisory methods, and general professional expertise, thereby improving the quality of information, law dissemination, professional reporting from the grassroots level.
The training program focuses on providing essential practical issues, new points in policies and orientations regarding advisory work, basic skills, as well as specific situations from real operations for trainees to practice.
Speaking at the opening ceremony, Major General Nguyen Quoc Toan emphasized: At present, the country is implementing numerous strategic policies and decisions to create new development momentum, which places high demands on research, advisory work, and implementation within the People’s Public Security force.
According to the Chief of the Office, advisory work in the People’s Public Security should continue to innovate in both mindset and methodology; the general principle is that all forces must engage in advisory work, at all levels, from leadership and commanders to officers and soldiers, each according to their functions and duties.
To achieve this goal, Major General Nguyen Quoc Toan requested that the training organizers ensure the course is conducted seriously, scientifically, substantively, and effectively. The program content should combine the dissemination of new policies and orientations with skills guidance, experience sharing, and practical problem-solving. Lecturers should select practical topics, deliver clear and focused content, avoid being overly theoretical, and promote two-way exchanges that link knowledge with real-world practice. They should guide trainees in analyzing situations, verifying information, developing plans, assessing risks, forecasting, and proposing solutions.
For trainees, it is essential to clearly define their learning responsibilities, strictly adhere to the program and regulations, and uphold a spirit of self-study. Trainees learning online from locations should seriously observe the course's regulations and discipline, and pay due attention to each lesson. Each participant should effectively apply their acquired knowledge and skills to their work in order to really improve their working methods, after the course.
Immediately after the opening ceremony, Major General Nguyen Quoc Toan directly delivered a specialized lecture to the training class on: Advisory work in implementing Resolution No. 18 issued on July 28 during the Third Plenum of the 14th Central Committee of the Communist Party on building a disciplined, safe, civilized, harmonious, and developed society.
