Politburo Member and Minister of Public Security General Luong Tam Quang received and held talks with Head of Business for Nokia in the Asia-Pacific region Andrew Cope, on the afternoon of October 15 in Ha Noi.
Welcoming Mr. Andrew Cope and Nokia’s senior executives to the Ministry of Public Security, Minister Luong Tam Quang praised Nokia’s position, capabilities and experience as one of the world’s leading telecommunications technology corporations, particularly in researching, developing, and deploying advanced telecommunications network solutions.
According to the Minister, Nokia has significant strengths in 5G technology, core networks, cloud computing, AI applications in telecommunications, and the development of secure, reliable digital infrastructure. The corporation also has experience supporting railway and airport projects and developing dedicated communications systems for public security. These are crucial areas for digital transformation, modernizing communications infrastructure, and enhancing public security and safety capabilities in many countries.
Highlighting the initial results of cooperation between the two sides, Minister Luong Tam Quang acknowledged that Nokia experts had coordinated with the Ministry of Public Security to organize seminars and share experiences in emerging technologies such as quantum cybersecurity and sovereign AI infrastructure. Appreciating the company's assistance, the Minister expressed confidence that both sides would continue to explore practical cooperation opportunities, contributing to national security, digital sovereignty, and fostering innovation in Viet Nam.
Minister Luong Tam Quang emphasized that developing modern telecommunications and digital infrastructure is a strategic priority for Viet Nam to promote national digital transformation and the digital economy. In line with the Party and State’s orientation, especially Politburo Resolution 57, Viet Nam is focusing on developing next-generation telecommunications networks, expanding 5G coverage, researching 6G technology, and building data centers and cloud computing systems.
At the same time, ensuring secure and resilient digital infrastructure is identified as a key requirement to support socio-economic development in tandem with national defense and security. On this basis, Viet Nam seeks to strengthen cooperation with leading technology partners like Nokia in research, technology transfer, human resource training, and the development of advanced telecommunications solutions, contributing to building a modern, safe, and sustainable digital infrastructure.
Based on Nokia’s strengths and the Ministry’s practical needs, Minister Luong Tam Quang believes there is significant potential and room for further cooperation. He outlined several key directions to enhance the effectiveness of joint research, application, and mastery of advanced technologies.
In particular, the Minister hopes Nokia will intensify experience sharing, knowledge transfer, technology transfer, and joint research and development in areas such as 5G-Advanced, 6G, AI, Internet of Things (IoT), cloud computing, and autonomous networks. Cooperation should aim to enhance Viet Nam’s technological self-reliance and develop a high-quality workforce.
Especially, the Minister stressed the need to strengthen cooperation in researching, developing, and transferring advanced technologies directly serving the Ministry’s security, order, and operational tasks, particularly in next-generation telecommunications, AI, data analytics, and cybersecurity.
Additionally, the two sides could enhance collaboration in consulting on the establishment of research, development, and innovation centers; connecting international experts; and promoting cooperation programs aligned with each side’s development orientation. The Minister noted that these programs should clearly define objectives, scope, coordination mechanisms, and specific implementation roadmaps to ensure feasibility and substantive effectiveness.
Another important area of cooperation highlighted by Minister Luong Tam Quang is the development of secure, resilient telecommunications infrastructure to ensure uninterrupted communications during emergencies, incidents, and natural disasters.
Notably, the Minister hopes both sides will research solutions, technologies, and the potential for transferring and deploying dedicated 5G mobile communications systems to support the operations of functional forces. Cooperation should meet the requirements for secure communications in areas, locations, and events with specific security and safety needs.
In addition to research and technology development, Minister Luong Tam Quang placed special emphasis on training and developing high-quality human resources. He suggested the two sides should focus on organizing seminars, intensive training programs, expert exchanges, and knowledge and technology transfer in data, AI, high-performance computing (HPC), and emerging technologies.
Through these activities, the Minister hopes to gradually enhance the research, technology adoption, operation, and mastery capabilities of officers and personnel of the Ministry of Public Security, meeting the demands of new circumstances.
Acknowledging Nokia’s cooperation proposals, Minister Luong Tam Quang affirmed that the Ministry of Public Security is ready to facilitate the substantive and effective research and implementation of cooperation initiatives between the two sides in the near future.
Expressing his appreciation to Minister Luong Tam Quang for the meeting, Mr. Andrew Cope commended Viet Nam’s strategic directions in science, technology, innovation, and digital transformation, especially the focus on building modern, secure digital infrastructure linked to national security.
Mr. Andrew Cope expressed interest in the cooperation directions outlined by Minister Luong Tam Quang, particularly in next-generation telecommunications, artificial intelligence, cybersecurity, the development of dedicated communications infrastructure, and high-quality human resource training.
Highlighting the cooperation potential between the two sides, the Nokia representative expressed a desire to continue strengthening exchanges, sharing experiences, and exploring cooperation opportunities that align with the corporation’s technological strengths and the practical needs of the Ministry of Public Security, thereby contributing to digital transformation and enhancing security and safety capabilities in the time ahead.
