At the talks, Deputy Minister Pham The Tung expressed his pleasure at meeting Deputy Minister Dmitry Korodyuk and other members of the visiting delegation from the Belarusian Ministry of Internal Affairs. He said he believed the talks would provide an opportunity for the two sides to exchange views and identify measures to further strengthen cooperation between the Vietnamese Ministry of Public Security and the Belarusian Ministry of Internal Affairs in a substantive, effective and increasingly robust manner.
Deputy Minister Pham The Tung emphasized that Vietnam-Belarus relations had been developing positively.
Following Party General Secretary and State President To Lam’s official visit to Belarus in May 2025, the strategic partnership between the two countries has continued to advance across various areas, especially politics and diplomacy, security and defense, science and technology, economy and trade, education and training, culture, and people-to-people exchange.
In addition to the launch of the Minsk-Phu Quoc air route in October 2025, Belarusian Airlines also launched the first direct flight from Minsk to Cam Ranh on March 20, 2026. The new route has created additional opportunities for cooperation in tourism, trade and investment between the two countries, while contributing to stronger connectivity between Southeast Asia and Central and Eastern Europe.
Based on the good relations between the two countries, cooperation between the Vietnamese Ministry of Public Security and the Belarusian Ministry of Internal Affairs has deepened in recent years, producing a number of practical results.
The two sides regularly exchanged delegations at various levels, effectively implemented signed documents and agreements, maintained information exchanges and shared experience in combating and preventing crime, as well as coordinated in verifying the identities of, arresting and extraditing offenders who are citizens of the two countries, and strengthened cooperation in training and capacity building of the two countries’ law enforcement personnel.
Regarding future cooperation, Deputy Minister Pham The Tung noted that traditional and non-traditional security challenges would continue to evolve rapidly and become increasingly complex. Meanwhile, advances in science and technology, particularly artificial intelligence, are making criminal methods and tactics increasingly sophisticated and difficult to detect, and are increasingly taking on a transnational dimension, directly impacting on social stability and security in both Vietnam and Belarus.
Against this backdrop, Deputy Minister Pham The Tung proposed that the two ministries continue to promote exchanges of delegations at all levels, including exchanges between local police forces, and step up information and experience sharing in crime prevention and combating. The two sides should also consider holding more exchange events in martial arts, culture and the arts to enhance mutual understanding and strengthen ties between officers and personnel of the two ministries.
Deputy Minister Pham The Tung called on the two sides to effectively implement existing cooperation agreements and enhance cooperation in training and building capacity of personnel of the two sides in cybersecurity, high-tech crime, economic crime, corruption, human trafficking and organized illegal migration, as well as bolster cooperation in training police dogs, jointly organize training courses for mobile and special police units, and exchange experience in conducting UAV operations and counter-UAV tactics. Such training and capacity-building courses could be organized in both Vietnam and Belarus.
The Vietnamese Ministry of Public Security proposed that the Belarusian Ministry of Internal Affairs open training courses for Vietnamese officers on UAV operations, cybersecurity, search for valuable operational information on the Internet, computer information analysis, and the application of modern forensic technologies in examining identity documents to determine their authenticity.
At the same time, the Vietnamese Ministry of Public Security also invites the Belarusian Ministry of Internal Affairs to send experts to Vietnam to train Vietnamese personnel in cybersecurity-related topics.
The host hoped that the Belarusian side would soon adopt the plan so that the two sides can jointly prepare the necessary conditions for such training courses.
Further, Deputy Minister Pham The Tung proposed that the two sides continue close coordination to ensure absolute security and safety for high-level delegations of one country visiting and working or attending major international events in the other country. As Vietnam is going to host the APEC Economic Leaders’ Meeting in 2027, the Vietnamese Ministry of Public Security hopes that the Belarusian Ministry of Internal Affairs will strengthen information exchanges and share experience in ensuring security and safety for the event.
Speaking at the talks, Belarusian Deputy Minister of Internal Affairs Dmitry Korodyuk thanked the Vietnamese Ministry of Public Security for its warm and respectful reception and spoke highly of the cooperation between the Belarusian Ministry of Internal Affairs and the Vietnamese Ministry of Public Security in recent years.
Deputy Minister Dmitry Korodyuk expressed his agreement with the ideas and suggestions made by Deputy Minister Pham The Tung, affirming that the Belarusian Ministry of Internal Affairs attaches great importance to its cooperation with the Vietnamese Ministry of Public Security. He expressed his hope that the two sides would continue to strengthen coordination and effectively implement existing agreements, thereby contributing to further deepening the Vietnam-Belarus strategic partnership.
At the conclusion of the talks, Deputy Minister Pham The Tung and Deputy Minister Dmitry Korodyuk witnessed the signing of two memorandums of understanding (MoUs): The first MOU between the Academy of Security Engineering and Technology under the Vietnamese Ministry of Public Security and the Academy of the Ministry of Internal Affairs of Belarus while the second between the Academy of Security Engineering and Technology under the Vietnamese Ministry of Public Security and Mogilev State University under the Belarusian Ministry of Internal Affairs.
