Vietnam, Belarus strengthen forensic examination cooperation

Minister of Public Security General Luong Tam Quang held talks with Chairman of the State Forensic Examination Committee of Belarus Volkov Alexei Aleksandrovich, on April 2 in Hanoi.

The talks were attended by Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen and Ambassador of Belarus to Vietnam Uladzimir Baravikou.

Welcoming the Belarusian delegation to the Ministry of Public Security of Vietnam, Minister Luong Tam Quang emphasized that the meeting provided a valuable opportunity for both sides to exchange views and identify specific measures to further strengthen relations between the Ministry of Public Security of Vietnam and the State Forensic Examination Committee of Belarus, contributing to making law enforcement cooperation of the two ministries a key pillar of bilateral relations.

Speaking at the talks, Chairman Volkov Alexei Aleksandrovich congratulated Vietnam on the success of the 14th National Congress of the Communist Party of Vietnam, noting that it marks a new stage of development for the country with long-term vision and major objectives.

Reviewing outcomes since the visit of Minister Luong Tam Quang to Minsk in May 2025, the Chairman affirmed that both sides have effectively implemented agreed cooperation orientations, contributing to increasingly substantive and effective cooperation between the two sides.

At the talks, the two sides agreed that, in the context of a rapidly evolving global security environment, with increasingly sophisticated organized and transnational crimes, particularly high-tech crimes, there are higher requirements for forensic and technical examination work.

On that basis, Minister Luong Tam Quang and Chairman Volkov Alexei Aleksandrovich agreed to continue concretizing the cooperation agreement on forensic examination between the two agencies, while enhancing exchanges of delegations at all levels based on practical needs.

The two sides will strengthen coordination in research, production and technology transfer serving crime scene examination, criminal technical examination and forensic science.

They also agreed to promote cooperation in undergraduate, postgraduate and professional training at institutions under the management of the Belarusian committee, with a view to improving the capacity of forensic officers of the Ministry of Public Security of Vietnam.

In addition, both sides agreed to organize more seminars and conferences alternately in Vietnam and Belarus to facilitate exchanges among experts and officers on new methods and techniques, as well as to share methodological and scientific materials in the field.
