The 15-day joint exercise features the direct participation of 140 special force officers and operators from both sides, alongside logistics and support personnel from Viet Nam.
Speaking at the opening ceremony, Commander of the Mobile Police Force and Deputy Head of the Ministry of Public Security’s Exercise Steering Committee Lieutenant General Nguyen Ngoc Van affirmed that the Public Security Forces of Viet Nam and the Chinese People’s Armed Police Force have continuously strengthened cooperation to thoroughly grasp and execute the Joint Statement between the two nations on further deepening and elevating their Comprehensive Strategic Cooperative Partnership and building a Viet Nam–China Community with a Shared Future of Strategic Significance.
The coordination activitiy aligns with the "Six Mores" orientation established by the top leaders of the two Parties and countries, under which "more substantive defense and security cooperation" serves as a key pillar.
Through this joint training and exercise, the two sides have the opportunity to test their joint operational coordination capabilities, elevate command and control capacity, exchange tactical intelligence, deploy professional measures, and coordinate incident responses. These efforts contribute to establishing a proactive, substantive, and in-depth cooperation mechanism tailored to counterterrorism requirements in the new era.
Within the framework of the program, officers and personnel from the Vietnamese Mobile Police Force and Chinese Armed Police Force will jointly conduct technical and tactical training for coordinated counterterrorism operations.
Key modules include obstacle clearance, combat marksmanship, martial arts, physical conditioning, high-rise building entry and breach, underwater maneuvers, unmanned aerial vehicle (UAV) operation, assault tactics, explosive ordnance disposal (EOD), and tactical combat casualty care and evacuation.
Additionally, the two sides will execute coordinated response plans for simulated tactical scenarios, focusing on command and control and force deployment to neutralize terrorist elements and rescue hostages in mountainous border regions, high-rise structures, and road transport vehicles.
Amid an increasingly complex global security landscape where international terrorism continues to evolve with unpredictable tactics that threaten international, regional, and national security, the organization of "Cooperation 2026" demonstrates the strong determination of the Ministry of Public Security of Viet Nam and the Chinese People’s Armed Police Force to proactively address transnational and cross-border terrorist threats.
It also serves as a vital occasion for both sides to consolidate political trust and deepen law enforcement cooperation in accordance with the shared interests and needs of both nations.
