Politburo Member, Secretary of the Public Security CPV Committee and Minister of Public Security General Luong Tam Quang and Politburo Member and Secretary of the Ha Noi Party Committee Tran Duc Thang attended the conference.
In recent years, the Ha Noi City Police Department has signed a number of coordination regulations with police departments in neighboring jurisdictions. Through joint operations, functional forces of the signing police units have promptly detected and handled complex criminal cases, illicit syndicates, and organized crime rings, particularly those operating across inter-provincial routes and borders. Furthermore, joint efforts in fire prevention, firefighting, and rescue operations have been strengthened proactively through provincial-level drills and mutual reinforcement during major fire incidents.
These achievements have significantly enhanced security and order, effectively supporting annual socio-economic development across adjoining areas, participating provinces and cities, the Capital Region, and the Red River Delta.
Under the signed regulation, the public security departments of the six provinces and cities will coordinate across a comprehensive range of public security operations, including: safeguarding national security; maintaining social order and safety; building the "All People Protect National Security" Movement; and advancing the building of the People's Public Security forces.
Every two years, the participating units will host a review conference to evaluate implementation outcomes, exchange operational insights, and agree on joint priorities, requirements, and measures for subsequent periods.
Speaking at the conference, Secretary of the Ha Noi Party Committee Tran Duc Thang affirmed that the municipal authorities consider ensuring security and order in border-adjacent areas directly vital to business operations, manufacturing, traffic safety, population management, and citizens' daily lives. He requested participating agencies to rapidly translate the regulation into specific action plans and tasks immediately following the conference.
Delivering directive remarks, Minister Luong Tam Quang requested the six public security departments to deepen their coordination in a substantive manner, taking operational efficiency in preserving security and addressing local order issues as the ultimate benchmark.
He urged all relevant police forces to create a decisive shift from ad-hoc, case-by-case cooperation to proactive, regular, and targeted coordination, and from basic information sharing to joint situational assessments, unified response plans, and coordinated execution.
The Minister also directed the participating units to expand the scope of cooperation beyond traditional security mandates to encompass enabling coordination that builds a solid foundation for local development. Joint operations should yield tangible results that help each local public security department fulfill its set targets and assignments, enhancing effective prevention, ensuring timely detection and resolution, and driving productivity and quality across all facets of local police work.
