The conference was also attended by representatives and leadership of central agencies and ministries, including the Office of the Government; the Ministry of Science and Technology; the Ministry of Finance; the Ministry of Agriculture and Environment; the Ministry of Culture, Sports and Tourism; the Ministry of Health; and the Ministry of Industry and Trade.
Member of the CPV Central Committee and Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Long as Head of the Assisting Team for Central Steering Committee 57 as well as leaders of units under the Ministry attended the conference.
The conference aimed to review and evaluate the implementation progress and performance of local Standing Offices of Steering Committee 57 since provincial and municipal police departments officially assumed these duties.
Focus was placed on assessing advisory work, monitoring, follow-up, inspection, and task coordination; reviewing and selecting local science, technology and innovation products of high potential linked to practical application, commercialization and socio-economic growth; and engaging with central ministries and sectors to reach consensus on solutions to clear difficulties and obstacles within their authority.
Under the moderation of Deputy Minister Nguyen Van Long, delegates engaged in substantive discussions evaluating the practical results of advisory and coordination work undertaken by local police departments in their capacity as standing offices.
The delegates clarified implemented tasks, resource allocation, and practical efficacy, while squarely identifying limitations in task selection, resource distribution and utilization, as well as product application and commercialization. They further pinpointed root causes, individual responsibilities, and bottlenecks requiring resolution, particularly regarding policy mechanisms, finance, corporate involvement, and market outlets.
Furthermore, the conference agreed on operational methods and key priorities for local Standing Offices, marking a decisive shift from merely compiling reports and tracking progress to proactively advising on the management of tasks, resources, and deliverables, while establishing clear action items, designated responsibilities, and strict completion deadlines.
Delivering his concluding remarks, Minister Luong Tam Quang acknowledged and hailed initial bright spots in implementing Resolution No. 57 in several localities, as well as the proactive role and high sense of responsibility demonstrated by the police departments of all 34 provinces and centrally run cities as standing offices advising local Steering Committees 57.
Minister Luong Tam Quang requested that, based on a shared consensus regarding identified "bottlenecks" and upcoming tasks, the immediate priority is to clearly assign responsibilities, delegate authority, and allocate adequate resources for effective execution.
The Minister directed local police directors to recognize their standing advisory responsibility in implementing Resolution No. 57 as a task of equal weight to that of safeguarding local security and order.
Accordingly, local police leaders should pay special attention to assigning assisting personnel and units with genuine capacity and strategic vision, proactively consulting with local experts, scientists, and enterprises to establish systematic, scientifically grounded, and thorough approaches that yield sound advice for local Party committees and governments.
Regarding identified "bottlenecks," local police forces should persistently pursue legal, regulatory-based solutions. They should actively advise on standardizing lists of specific tasks, ensuring that from the initial review and advisory stage, each proposed task clearly forecasts tangible contributions to local labor productivity and economic growth.
The Minister emphasized the need to firmly advise removing vaguely defined tasks and to shift decisively from schedule-based management to result-oriented management. Local police should clearly identify bottlenecks, structural hurdles, and the specific responsibilities of each department, sector, and grassroots authority in every task to propose concrete remedies and follow through relentlessly to the end of every issue.
Minister Luong Tam Quang also expressed his hope that local leaders will extend close attention, create favorable conditions, show trust, and delegate sufficient authority to local police forces, enabling them to successfully fulfill their standing advisory mandate in implementing Resolution No. 57.
