Lieutenant General Do Trieu Phong, Director of the Department of Public Security Communications and Head of the Festival Organizing Committee, speaks at the press conference.
The Public Security Forces Television, Radio and Film Festival is a biennial professional event jointly organized by the Ministry of Public Security and Viet Nam Television (VTV).
Over the years, the festival has established itself as a prestigious professional forum, bringing together television, radio and film professionals from both within and outside the People's Public Security Forces nationwide. It provides journalists and communications officers with opportunities to exchange experiences, strengthen professional expertise, and enhance the effectiveness of public security communications.
The 15th edition will take place in Hanoi from October 22 to 27 under the theme "Convergence and Outreach."
In addition to recognizing outstanding works previously broadcast or published through mass media, the festival will feature a range of meaningful activities aimed at strengthening professional exchanges, encouraging collaboration in content production and exploring emerging trends in the media industry.
The event will also provide a platform for journalists and communications professionals to discuss issues of common concern and explore ways to create better works for audiences.
Explaining the festival's theme, Lieutenant General Do Trieu Phong said that "Convergence" represents the coming together of people, media formats, platforms, professional experience and creative ideas from under-ministerial public security agencies and local police units, as well as media organizations outside the Public Security Forces.
"Outreach," meanwhile, reflects the aspiration to ensure that high-quality works, inspiring examples and positive messages about security and public order extend beyond festival venues and broadcasting channels to reach communities, households and individual citizens.
Lieutenant General Do Trieu Phong and Senior Colonel Nguyen Anh Tuan brief the press on the 15th Public Security Forces Television, Radio and Film Festival 2026.
According to Lieutenant General Phong, this year's festival takes place in a particularly significant circumstance.
Viet Nam is implementing its two-tier local administration model while striving to successfully fulfill the Resolution of the 14th National Party Congress and resolutions adopted by Party organizations at all levels for the 2025–2030 term.
As the administrative apparatus undergoes streamlining and local jurisdictions are reorganized, the grassroots police force has been strengthened, brought closer to the people and entrusted with greater responsibilities.
These changes, he noted, offer journalists a wealth of compelling stories, including those of commune- and ward-level police officers working closely with local communities, handling administrative procedures and safeguarding security and public order at the grassroots level.
Such real-life activities and stories across public security agencies and units nationwide provide valuable materials for journalists to produce vivid good journalistic works.
At the same time, Viet Nam is experiencing a powerful wave of digital transformation, driven by breakthroughs in science and technology, innovation and the national digital transformation agenda.
Journalists from various media organizations attend the press conference.
The media industry is no exception. The way audiences consume information has fundamentally changed, shifting from traditional television and radio toward smartphones, tablets and computers to access social media, podcasts and short-form videos.
Today's media professionals should therefore uphold political integrity and professional standards while mastering new technologies and adapting to changing audience preferences.
Against this backdrop, the Organizing Committee has identified professionalism, innovation, creativity, effectiveness, practicality and the promotion of digital transformation in line with modern media trends as the guiding principles of this year's festival.
Lieutenant General Do Trieu Phong believed that, with solidarity, responsibility and creativity, the festival would be a resounding success, leaving a long-standing positive impression on delegates, artists, journalists and the public.
Providing further details about the 2026 edition, Senior Colonel Nguyen Anh Tuan, Standing Deputy Head of the Festival Organizing Committee, said that 56 press units had registered to participate in the event, with many already submitting their entries.
A total of 737 entries had been submitted for competition, including 432 television works, 276 radio works and 29 films.
Reportage remained the most popular category, with nearly 286 entries. It is also expected to be the most competitive category, featuring a wide range of topics reflecting recent developments in localities nationwide.
Security and public order, inspiring individuals and exemplary deeds are among the prominent themes. The application of technology and digital transformation in public security protection operations and communications has also emerged as a major focus for participating units.
In addition, 47 radio announcer and presenter will participate in competition for the best news-reader.
During the press conference, the Organizing Committee discussed new and notable features of this year's festival and addressed questions raised by journalists from different newspapers, radios and televisions.
Their concerns focused mainly on criteria for the judgement of videos distributed on digital platforms, journalism pieces with the use of artificial intelligence (AI), and the assessment of productions covering challenging subjects such as protecting the Party's ideological foundation and combating "peaceful evolution".
Other issues of common concern included highlights of the opening ceremony and measures to expand the reach of award-winning works after the festival.
The 15th Public Security Television, Radio and Film Festival 2026 will honor outstanding works broadcast or published through mass media between November 1, 2024, and before September 15, 2026, provided they have not previously won awards in national-level journalism competitions.
The competition covers three major media categories: television, radio and film.
Television: Reportage; artistic productions; documentaries; specialized programs; security and public order programs; science and education features; and videos for digital platforms.
Radio: Reportage and investigative reports; stories highlighting exemplary individuals and good deeds; radio programs promoting public awareness and vigilance against crime; and podcasts.
Film: Documentaries; short sketches and stage performances; theatrical productions; and short films.
Radio announcer and presenter competition: Each participating unit may nominate one or two candidates.
As part of the festival, two thematic seminars will be held to promote convergence and broader content distribution, contributing to the development of public security communications.
The seminars are entitled "Digital Technology and Data: A Secure Foundation for Public Security Journalism in the New Era" and "Convergence and Multiplatform Content Distribution at the Department of Public Security Communications."
The festival will also feature a series of meaningful activities, including an incense-offering ceremony at the Bac Son Monument, a visit to the Thang Long Imperial Citadel, a tour of Vietnam Television's production facilities, and political education activities in Ninh Binh Province.
