At the meeting, Minister Luong Tam Quang highly praised the fruitful outcomes achieved during the official visit to Canada by the high-ranking Vietnamese delegation led by General Secretary and State President To Lam from September 23 to 25, 2026. He also congratulated Concordia University on signing a Memorandum of Understanding (MoU) on cooperation with the Ministry of Education and Training of Vietnam within the framework of that state visit.
The Minister expressed high regard for Concordia University's leading strengths in artificial intelligence (AI), cybersecurity, data governance and digital technology, affirming that these domains are of vital significance to safeguarding national security and public order amid rapid digital transformation.
On behalf of the Ministry of Public Security, General Luong Tam Quang voiced a strong desire to expand bilateral cooperation in specialized training, joint research, and high-quality human resource development.
For his part, Professor Graham Carr commended the Ministry of Public Security's strategic vision for collaboration, noting that Concordia University's key academic strengths closely align with the Ministry's training and research priorities. He expressed a keen interest in deepening ties with educational institutions and research academies under the Ministry of Public Security, particularly in emerging technologies and applied research, thereby making tangible contributions to the broader Vietnam–Canada bilateral relationship.
Minister Luong Tam Quang expressed full confidence that cooperation between Concordia University and the Ministry of Public Security of Vietnam will be operationalized through practical programs, further accelerating Vietnam–Canada partnership across education, science, and technology.
