On the afternoon of October 15 in Hanoi, Politburo Member and Minister of Public Security General Lương Tam Quang received and held talks with Chairwoman and CEO of Ericsson Viet Nam Rita Mokbel.
Welcoming Ms. Rita Mokbel to the Ministry of Public Security of Viet Nam, Minister Luong Tam Quang highly appreciated the position, technological capabilities, and global business experience of Ericsson, one of the world’s leading telecommunications corporations.
The Minister acknowledged Ericsson’s strong transformation from a traditional telecommunications equipment provider to a developer of intelligent connectivity platforms, with advanced technologies such as 5G Advanced, artificial intelligence (AI), and autonomous networks. Alongside research and development of 6G technology, Ericsson is expanding the application of its technologies into industries such as manufacturing, transportation, healthcare, and critical infrastructure.
Discussing the results of cooperation in Viet Nam, Minister Luong Tam Quang expressed his satisfaction with the positive partnership between Ericsson and MobiFone over the years. Ericsson has accompanied MobiFone in network infrastructure development, equipment provision, solutions, and technical support, while also expanding cooperation in areas such as 5G, cloud computing, AI, and innovation.
Notably, memorandums of understanding signed by the two sides have laid an important foundation for research, testing, and application of new technologies, contributing to enhancing infrastructure capacity and accelerating Viet Nam's digital transformation process.
Minister Luong Tam Quang stressed that developing modern telecommunications and digital infrastructure is currently one of Viet Nam's strategic priorities to promote national digital transformation and the development of the digital economy.
In line with the orientations of the Party and State, especially Resolution 57 of the Politburo, Viet Nam is focusing on developing next-generation telecommunications networks, expanding 5G coverage, researching 6G technology, building data centers and cloud computing, and ensuring secure, resilient digital infrastructure.
According to the Minister, the development of modern digital infrastructure must meet the requirements of socio-economic development while ensuring national defense and security. On this basis, Viet Nam wishes to strengthen cooperation with leading technology partners such as Ericsson in research, technology transfer, human resource training, and the development of advanced telecommunications solutions, contributing to building a modern, safe, and sustainable digital infrastructure.
Based on Ericsson’s strengths and the practical needs of the Ministry of Public Security, Minister Luong Tam Quang believes there remains significant potential and room for further cooperation. Welcoming proposals from Ericsson, the Minister outlined three key directions to make the partnership more substantive and effective in the coming period.
Firstly, the Minister hopes Ericsson will further share its technological development orientations, roadmaps, research experience, and global technology trends, especially those with potential applications in the security sector.
On this foundation, the two sides should strengthen coordination in research, testing, and development of technological solutions tailored to Viet Nam specific requirements and conditions, thereby enhancing the effectiveness of science and technology applications in ensuring security and order.
Alongside research and technology application cooperation, Minister Luong Tam Quang placed particular importance on training, human resource development, and knowledge transfer, gradually enhancing Viet Nam capacity for research, operation, and mastery of technology.
The Minister proposed that Ericsson collaborate in developing specialized training programs on 5G/6G technology, critical information networks, cybersecurity, and AI for Ministry of Public Security personnel and related units. At the same time, he suggested exploring scholarship programs, expert training, international certification, and increased cooperation with training institutions under the Ministry of Public Security.
Another important area highlighted by Minister Luong Tam Quang is cooperation in developing secure, resilient telecommunications infrastructure to ensure uninterrupted communications during emergencies, incidents, and natural disasters.
In particular, the Minister hopes both sides will research solutions, technologies, and the potential for transferring and deploying dedicated 5G mobile information systems to serve the operations of functional forces. Special attention should be paid to meeting communication requirements in areas and events with specific security and safety needs.
Minister Luong Tam Quang affirmed that the Ministry of Public Security of Viet Nam is ready to facilitate the substantive and effective research and implementation of cooperation contents between the two sides in the near future.
Ms. Rita Mokbel expressed her sincere thanks to Minister Luong Tam Quang for taking the time to meet with the delegation and discuss cooperation orientations between the two sides. She also expressed keen interest in Vietnam’s strategies for scientific and technological development, innovation, and digital transformation.
Highly appreciating the cooperation directions outlined by Minister Luong Tam Quang, Ms. Rita Mokbel emphasized Ericsson’s strengths and experience in developing modern telecommunications infrastructure, applying 5G technology, AI, and advanced connectivity solutions. Building on the existing cooperation in Vietnam, she expressed her desire to continue strengthening exchanges and seeking cooperation opportunities that align with the practical needs of the Ministry of Public Security, especially in research, application of new technologies, and human resource development, thereby contributing to promoting digital transformation and the development of safe, sustainable telecommunications infrastructure.
