Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung attended and delivered the keynote address.

The event was attended by representatives from various units under the Ministry of Public Security (MPS), members of the PSA Board of Directors, department heads of the Academy, and all 30 course attendees.

Assigned by the Ministry of Public Security, the PSA is conducting the 2026 refresher course from September 8 to September 16 for 30 high-ranking officers serving as deputy directors of under-ministerial agencies, deputy directors of provincial-level police departments and holders of equivalent positions.

The curriculum comprises 10 specialized modules focused on high-level strategic vision, as well as core directives and policies of the Party, State, and Ministry of Public Security regarding vital issues facing the nation and the People’s Public Security Forces.

The lectures will be delivered directly by senior leadership from the Ministry of Public Security, the Ministry of Foreign Affairs, the Central Internal Affairs Commission, the Ho Chi Minh National Academy of Politics, and the PSA. The schedule includes a one-day field study in a locality renowned for its exemplary achievements in maintaining security and social order. To conclude the course, participants will submit a final policy paper as a basis for academic assessment.

At the ceremony, Director of the PSA Major General Trịnh Ngọc Quyên Assoc. Prof, Dr., highlighted that organizing this course reflects the dedicated attention of the Executive Committee of the Public Security CPV Organization and MPS leadership toward high-level leadership development.

He emphasized that the course is especially critical amidst rapid technological advancements, particularly in Artificial Intelligence (AI), Big Data, and cybersecurity, alongside global geopolitical volatility. These dynamics demand that public security commanders cultivate robust political fortitude, strategic vision, risk management expertise, and adaptive decision-making capabilities to lead effectively in an uncertain environment.

In his address, Deputy Minister Le Quoc Hung commended the PSA for playing a proactive advisory role in organizing timely, high-level training programs. He noted that the course comes at a pivotal time when the entire Public Security Forces are focused on implementing key national directives, including the Resolution of the 14th National Party Congress, Resolution No. 22-NQ/TW of the 14th Party Central Committee's 3rd Plenum on the National Security Strategy, and Politburo Resolution No. 12-NQ/TW on building truly clean, strong, regular, elite and modern Public Security Forces, alongside broader efforts toward administrative streamlining and modern national governance.

Deputy Minister Le Quoc Hung stressed that volatile global and regional shifts continue to exert multi-dimensional impacts on national security policies. To serve as a pioneering force driving national development, the Public Security Forces should undergo an internal transformation in mindset and action, embracing its role to act proactively and prevent strategic surprise.

To this end, he urged course participants to actively engage with new knowledge, share effective operational practices, and flexibly apply theoretical insights to leadership duties within their respective units and local commands. Upon completion, participants are expected to translate key takeaways into personal and organizational action plans.

Deputy Minister Le Quoc Hung tasked the PSA with advising MPS leadership on institutionalizing continuous executive education for commanders at all levels. Furthermore, he requested functional MPS agencies to draft normative regulations establishing mandatory annual knowledge updates for key officials, led by the three premier public security academies: the People’s Security Academy, the People’s Police Academy and the People’s Public Security Political Academy.

Following the opening ceremony, Deputy Minister Le Quoc Hung delivered the opening lecture titled "Identifying and Managing 'Hotspots' and Crises."
