The Party Committee of the Department of Construction and Barracks Management has clearly identified key tasks, assigned specific responsibilities to individual officer or individual division, and linked resolution implementation to the unit’s political missions. Notably, the Department has achieved outstanding results in construction investment, barracks management, and housing development for the People’s Public Security Forces, in recent years.
In particular, the execution of the housing development program for officers and soldiers has exceeded the targets set for the 2025–2030 term, with 25 projects launched and 23,340 apartments delivered. This result demonstrates proactive, decisive efforts to advise the leadership of the Ministry of Public Security on effective aproaches to execute projects, and coordinate closely with local authorities and investors to resolve difficulties and obstacles, promoting the implementation of housing projects using non-budgetary funds. It has helped meet housing needs, supported officers and soldiers in stabilizing their lives and focusing on their duties, and boosted construction investment and socio-economic development in localities.
The management and implementation of key projects have also yielded significant results. Notably, completing the Ministry of Public Security’s headquarters at 96 Nguyen Du Street resulted in savings of VND 1,075 billion compared with the initially approved investment budget.
These achievements exemplify effective organization, cost management, and anti-wastefulness. They have also helped improve infrastructure quality and working conditions, contributing positively to building truly clean, strong, disciplined, elite, and modern People’s Public Security Forces.
The Department's leadership also implemented innovative and commendable approaches in its initiatives, such as its decisive and tiemly directions on resolving practical difficulties and obstacles. In housing development for the People’s Public Security Forces, the Party Secretary and Director proactively collaborated with local leaders and relevant agencies to address procedural and land fund issues for project implementation, promoted advisory roles, provided guidance, and coordinated with investors to accelerate task completion.
On construction investment management, the Department reformed project management methods, leveraged the expertise of its professional staff, increased direct engagement with units and suppliers to control costs, and proactively coordinated audits upon project completion.
The inspection team also acknowledged the Department’s creative practices, such as a “hands-on” approach assigning officers to directly assist project managing units in completing documentation and establishing specialized appraisal teams for large and complex projects.
These proactive, innovative methods, driven by practical needs, have helped ease difficulties, accelerate the project implementation progress, improve resource management efficiency, promote thrift, and avoid wastefulness. These practical experiences should continue to be promoted and studied for broader application as appropriate.
Alongside the Department's positive work results, the report pointed out limitations and shortcomings that need to be addressed, such as failing to reach several professional targets and to standardize data.
