On the morning of November 2 in Hanoi, Politburo Member and Minister of Public Security General Luong Tam Quang hosted a welcoming ceremony and held talks with National Security Advisor of the Republic of India Ajit Doval. Also present at the event was Ambassador of India to Vietnam Tshering W. Sherpa.
Welcoming the Advisor and the delegation of the Indian National Security Council to Vietnam, Minister Luong Tam Quang emphasized that over 54 years of establishment and development, Vietnam-India relations have remained stable and have developed positively, grounded in deep political trust and shared strategic interests.
Notably, the elevation of bilateral ties to an Enhanced Comprehensive Strategic Partnership under the motto “Shared Vision, Strategic Convergence, Practical Cooperation” during the recent State visit to India by General Secretary and President To Lam in May 2026 marks a significant milestone, reflecting a shared strategic vision and determination to elevate bilateral relations to new heights.
Congratulating India on its successful hosting of the BRICS Summit in September 2026, Minister Luong Tam Quang highly appreciated India’s growing role and position in promoting multilateral cooperation in the region and globally. He noted that Vietnam has officially joined as a co-sponsor of the “Capacity Building and Resource Sharing” pillar within India’s Indo-Pacific initiative.
The Minister affirmed that the successful organization of the 19th session of the Vietnam-India Joint Commission in September 2026 in New Delhi has concretized high-level agreements, translating commitments into practical cooperative activities. He further stressed that, within this overall framework, security and law enforcement cooperation remains a crucial pillar, ensuring a favorable environment for the development of the two countries.
Accordingly, the Vietnamese Ministry of Public Security and Indian law enforcement agencies regularly exchange information and coordinate to support each other’s positions at regional and international forums. They have jointly organized several important conferences, such as the Cyber Policy Dialogue (January 2026), the first Cyber Security Consultation (September 2026), and most recently, the fourth Vietnam-India Deputy Ministerial Security Dialogue (October 16, 2026). At these meetings, the two sides agreed to promote cooperation in applying emerging technologies to security work, proposed organizing a business forum in 2027, and are considering establishing a joint working group on counter-terrorism.
Additionally, many officers and students from the Ministry of Public Security have been awarded doctoral and bachelor’s scholarships in information technology and computer science in India, along with numerous officers participating in short-term training courses sponsored by India. The two sides have also held working sessions and exchanges to explore cooperation opportunity in counter-terrorism, United Nations peacekeeping, security industry, science and technology, and digital transformation, among other areas.
Expressing his pleasure at visiting and working with the Vietnamese Ministry of Public Security, Advisor Ajit Doval highly valued the practical cooperation results achieved between the two agencies, especially the positive outcomes of the fourth Vietnam-India Deputy Ministerial Security Dialogue recently held in New Delhi.
The Advisor expressed confidence that the talks provided a valuable opportunity for both sides to discuss measures to further maintain substantive and effective cooperation between the Vietnamese Ministry of Public Security and the Indian National Security Council, for the benefit of the peoples of the two countries and for peace, stability, and development in the region and the world.
During the talks, both sides agreed to continue actively organizing practical activities to commemorate the 55th anniversary of the establishment of Vietnam-India diplomatic relations by increasing delegation exchanges and proposing initiatives to concretize the directives of the two countries’ senior leaders. They also agreed to continue supporting each other’s positions at multilateral forums and mechanisms, as well as regional and global initiatives on security, law enforcement, and responses to non-traditional security issues, in accordance with international law and the UN Charter.
The successful organization of the 19th session of the Vietnam-India Joint Commission in September 2026 in New Delhi has helped concretize high-level agreements and translate commitments into practical cooperative activities.
The Vietnamese Ministry of Public Security and the Indian National Security Council are coordinating to effectively implement the outcomes of the recent fourth Vietnam-India Deputy Ministerial Security Dialogue, which covered a wide range of comprehensive cooperation topics in security and order. The Ministry proposed that the Indian National Security Council coordinate in effectively implementing cooperation in high-quality training in artificial intelligence (AI), digital transformation, and handling cybersecurity incidents.
Furthermore, the two agencies agreed to further enhance the quality of strategic information exchanges and real-time data sharing on political-strategic issues, assessments of the regional and international security environment, and non-traditional security matters affecting peace, security and development in the region, as well as national interests and security of each country. They also agreed to continue leveraging their role as a channel for conveying special, rapid and reliable messages between the two countries’ senior leaders, thereby strengthening political trust and unify their positions on specialized topics of mutual interest.
The Vietnamese Ministry of Public Security proposed that the Indian National Security Council continue to promote negotiations and the signing of cooperation documents between Indian law enforcement agencies and the Vietnamese Ministry of Public Security, including the draft “Memorandum of Understanding on Training and Capacity Building” and the draft “Agreement on Cooperation in Combating Transnational Crime” between the Vietnamese Ministry of Public Security and the Indian Ministry of Home Affairs. They also suggested exploring the possibility of negotiating and signing an agreement on mutual protection and exchange of classified information between the two governments, as well as an agreement on combating human trafficking, especially of women and children.
Additionally, the Vietnamese Ministry of Public Security proposed enhancing exchanges and sharing experiences in participating in UN peacekeeping operations, supporting the training and capacity building of peacekeeping police officers, sponsoring officers to attend train-the-trainer courses on peacekeeping in India, and expressed hope that India would support knowledge and experience sharing in building and operating the Vietnamese Ministry of Public Security’s UN Peacekeeping Training Center.
With Vietnam set to host the APEC Summit in 2027, Minister Luong Tam Quang requested that India increase information sharing related to ensuring the security and safety of the summit.
On this occasion, Minister Luong Tam Quang cordially invited Advisor Ajit Doval and the delegation of the Indian National Security Council to attend the International Conference on Combating Transnational Crime, expected to be co-organized by the Vietnamese Ministry of Public Security, UNODC, and INTERPOL in Hanoi in July 2027.
