On the morning of October 23 in Ha Noi, Senior Lieutenant General Le Van Tuyen, Member of the Party Central Committee and Deputy Minister of Public Security, received Mohamed Rashid Bin Taliah, Assistant Minister at the UAE Ministry of Cabinet Affairs, who is on a working visit to Viet Nam. UAE Ambassador to Viet Nam Bader Almatrooshi also attended the meeting.
Welcoming Assistant Minister Mohamed Rashid Bin Taliah and his delegation, Deputy Minister Le Van Tuyen expressed satisfaction with the positive development of Viet Nam–UAE relations over the past three decades, particularly since the two countries elevated their ties to a Comprehensive Partnership in 2024.
In the field of public security and order, Viet Nam's Ministry of Public Security and its UAE counterparts have strengthened delegation exchanges and developed legal frameworks for information sharing and cooperation in crime prevention and control. The two sides signed a Memorandum of Understanding on Cooperation in Combating Crime in 2016, followed by an Extradition Agreement and an Agreement on the Transfer of Sentenced Persons in 2023, laying an important legal foundation for further cooperation.
Deputy Minister Le Van Tuyen thanked the UAE Government Experience Exchange Office for facilitating the participation of the Vietnamese Ministry of Public Security's representatives in two experience-sharing programmes covering security, safety, crisis management, advanced technologies, artificial intelligence and cybersecurity.
Highlighting Viet Nam's digital transformation efforts, the Deputy Minister said the Ministry of Public Security plays a central role in implementing Project 06, developing and effectively utilizing the National Population Database, streamlining administrative procedures and expanding online public services to support state management and maintain public security and order.
The Ministry also prioritizes cybersecurity, data protection and national sovereignty in cyberspace, while combating high-tech crime and developing a modern, self-reliant security industry. Deputy Minister Le Van Tuyen emphasized that innovation and digital transformation can deliver sustainable benefits only when accompanied by robust security, safety and data protection measures.
Against this backdrop, he expressed hope that the UAE would continue facilitating the Ministry's participation in experience-sharing programmes on AI, cybersecurity, innovation and digital transformation.
The Ministry stands ready to send officers and trainees to short- and long-term training courses at leading educational institutions in the UAE and looks forward to receiving information on available scholarships and training opportunities.
Deputy Minister Le Van Tuyen also called for continued coordination among the UAE, Viet Nam and the United Nations Office on Drugs and Crime (UNODC) to advance the implementation of the United Nations Convention against Cybercrime, also known as the Ha Noi Convention. He encouraged the UAE to sign the Convention at an early date and strengthen cooperation in capacity-building for its implementation.
In addition, he proposed closer collaboration in developing the security industry and fostering connections between enterprises operating in this sector.
Thanking the Ministry of Public Security for its warm reception, Assistant Minister Mohamed Rashid Bin Taliah expressed the UAE's interest in expanding exchanges and sharing expertise with Viet Nam in governance modernization, innovation and digital transformation.
He took note of the cooperation proposals put forward by Deputy Minister Le Van Tuyen and expressed hope that the two sides would continue discussions for suitable cooperation programmes, thereby further deepening the UAE–Viet Nam Comprehensive Partnership.
