Senior Lieutenant General Dang Hong Duc, Member of the Party Central Committee and Deputy Minister of Public Security, received Pierre Barnabé, Global Chief Operating Officer of the French technology group Dassault Systèmes, in Ha Noi on November 5.
Welcoming Mr. Pierre Barnabé on his visit and working session at the Ministry of Public Security, Deputy Minister Dang Hong Duc emphasized that the meeting took place in the context of the robust development of Viet Nam-France relations, built on a comprehensive strategic partnership, especially following the recent visit of General Secretary and State President of Viet Nam To Lam to France in September.
Decades of diplomatic relations has laid a strong foundation of political trust between Viet Nam and France, underpinned by shared commitments to multilateralism, respect for international law, and cooperation to promote peace, stability, and sustainable development.
Deputy Minister Dang Hong Duc stated that within the overall framework of the Viet Nam-France Comprehensive Strategic Partnership, cooperation in security and high technology plays a pivotal role in strengthening political trust and enhancing the capacity to respond to both traditional and non-traditional security challenges.
Furthermore, the Deputy Minister noted that the Government of Viet Nam, particularly the Ministry of Public Security, is vigorously implementing the National Digital Transformation Strategy, with a focus on developing a large-scale National Data Center, the promotion of advanced science and technology applications, and the development of an autonomous, dual-use, and modern security industry.
Deputy Minister Dang Hong Duc underscored the Ministry of Public Security of Viet Nam's high regard for Dassault Systèmes as a global pioneer in 3D design software, product lifecycle management, digital twin technology, and industrial AI. He also acknowledged the French technology group's positive progress in Viet Nam in recent years, notably the establishment of a Research & Development (R&D) Center and a Center of Excellence (COE) for AI and Digital Twin in Viet Nam in January 2026.
To further strengthen bilateral cooperation, Deputy Minister Dang Hong Duc proposed that Dassault Systèmes deepen its collaboration with the Department of Security Industry and enterprises under the Ministry of Public Security, particularly in researching and integrating advanced 3D design and simulation software platforms and product lifecycle management solutions. These technologies would support the research, design, development, manufacturing, and testing of vehicles, technical equipment, unmanned aerial vehicles (UAVs), and specialized vehicles used in maintaining security and public order.
Deputy Minister Dang Hong Duc also called for closer cooperation to explore applying Dassault Systèmes’ real-time 3D simulation and digital twin technologies to urban security surveillance and intelligent traffic management, as well as to develop simulation models for fire prevention and firefighting, crisis management, disaster response, and search-and-rescue operations.
The Deputy Minister further encouraged Dassault Systèmes to share its expertise in information security, personal data protection, software copyright, and national data sovereignty. He proposed jointly holding training programs for Vietnamese police personnel in artificial intelligence (AI), advanced simulation technologies, and data security, while seeking greater access to cutting-edge solutions developed at the Group’s Research and Development (R&D) Center and its Center of Excellence for AI and Digital Twin in Viet Nam.
Expressing his appreciation to Deputy Minister Dang Hong Duc for the warm reception, Mr. Pierre Barnabé highly valued the Ministry of Public Security’s orientations for digital transformation, application of science and technology, and development of the security industry.
The Global Chief Operating Officer of Dassault Systèmes wishes to coordinate with relevant Ministry units to exchange information, identify needs, and explore suitable cooperation directions, especially in applying simulation and digital twin technology in product research and development, urban management, traffic, and supporting fire prevention, rescue, and emergency response efforts.
Mr. Pierre Barnabé also expressed his commitment to strengthening expert exchanges, personnel training, and knowledge sharing on implementing technological solutions that meet safety and data security standards. He emphasized the importance of fostering practical, results-oriented cooperation that aligns with the operational needs of Viet Nam’s Ministry of Public Security and Dassault Systèmes’ technological expertise and capabilities.
