MPS expects to enhance cooperation in fire prevention, firefighting, and rescue with Japan

Welcoming Deputy Minister Kajihara Daisuke to Vietnam for the 2026 International Exhibition on Firefighting, Rescue Capabilities, Security and Safety Equipment, and Digital Transformation Applications, Deputy Minister Nguyen Ngoc Lam affirmed that the event presents an auspicious opportunity for both sides to discuss shared priorities. He noted that as science, technology, digital transformation, and artificial intelligence (AI) rapidly advance, they play a vital role in ensuring social order, safety, fire prevention, and search and rescue (SAR).

Deputy Minister Nguyen Ngoc Lam emphasized that since signing the Memorandum of Understanding (MOU) on fire prevention, firefighting and rescue cooperation in 2018, the Vietnamese Ministry of Public Security and the Japanese Ministry of Internal Affairs and Communications have regularly exchanged expertise. Japan has organized dozens of training courses for Vietnamese officers and provided various vehicles and specialized equipment to support fire and rescue operations in the country.

To further strengthen bilateral cooperation, Deputy Minister Nguyen Ngoc Lam suggested that the two side sides consider updating and expanding the scope of the existing MOU, while promoting joint research, development, and manufacturing of fire safety and rescue equipment in Vietnam.

Furthermore, he proposed enhancing the exchange of best practices in establishing technical standards and certification systems for fire equipment, formulating safety standards for lithium-ion battery and electric vehicle (EV) fires, setting up production lines for firefighting vehicles and gear, and developing fire safety protocols for high-speed rail and nuclear power plants.

Through these steps, both sides can progressively establish a long-term mechanism to deepen, materialize, and enhance the practical efficiency of cooperation between the two ministries to meet emerging demands.

Expressing gratitude to Deputy Minister Nguyen Ngoc Lam for inviting him to SECUTECH 2026 and hosting the delegation, Deputy Minister Kajihara Daisuke concurred with the ideas and suggestions made by the Vietnamese side. He expressed hope that, guided by high-level agreements between both nations, the two agencies will continue expanding cooperation in fields of mutual interest and complementary strengths.

On this occasion, Deputy Minister Kajihara Daisuke extended a formal invitation to Deputy Minister Nguyen Ngoc Lam to visit Japan to further advance substantive and effective bilateral cooperation.
