Strengthening Party’s leadership over fire prevention, firefighting and rescue operations

The Secretariat of the Party Central Committee held a meeting to review the 10-year implementation of Directive No. 47-CT/TW isued on June 25, 2015 by the Secretariat on strengthening the Party’s leadership over fire prevention and firefighting work, and to disseminate Directive No. 02-CT/TW of the Secretariat on strengthening the Party’s leadership over fire prevention, firefighting and rescue operations in the new situation, on the morning of May 7 in Hanoi.

Member of the Party Central Committee and Permanent Member of the Secretariat Tran Cam Tu, Member of the Party Central Committee and Deputy Prime Minister Le Tien Chau and Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Nguyen Ngoc Lam co-chaired the meeting.

Following the issuance of Directive No. 47 by the Secretariat, authorities and sectors at all levels actively and resolutely implemented the directive.

Since the directive, Party committees, authorities, mass organizations, officials, Party members and the public have continuously improved their awareness and responsibility for fire prevention, firefighting and rescue, which has helped mobilize the combined strength of the entire political system and all sectors of society to prevent fire and explosion nationwide.

While explaining the Secretariat’s Directive No. 02 and the Government’s Action Program for implementing the directive, Deputy Prime Minister Le Tien Chau emphasized that Directive No. 02 has inherited and further clarified the important guiding viewpoints on fire prevention, firefighting and rescue in line with current requirements and realities.

At the meeting, under the moderation of Deputy Minister Nguyen Ngoc Lam, delegates focused on evaluating risks and potential issues affecting fire safety plans, clarifying limitations, difficulties, bottlenecks and their causes and proposing practical and feasible solutions tailored to ministries, sectors and localities so as to effectively implement Directive No. 02 and the Government’s Action Program.

Concluding the meeting, Permanent Member of the Secretariat Tran Cam Tu stressed that fire prevention, firefighting and rescue operations are not only regular tasks of functional forces but also the responsibility of the entire political system, with Party organizations playing a comprehensive and direct leadership role.

To effectively implement Directive No. 02 and the Government’s Action Program, he proposed continued efforts to enhance political awareness and clearly define the responsibility of Party committees, Party organizations, officials and Party members for fire prevention, firefighting and rescue, He underscored the overarching goals of ensuring security and order, protecting people’s lives and health, ensuring peaceful and happy lives of the people and serving sustainable socio-economic development nationwide.

Party committees, Party organizations and local authorities were urged to thoroughly grasp and effectively implement the principle of prioritizing prevention, with grassroots areas, residential quarters and neighborhoods identified as focal points for implementation.

He also stressed the need to continue improving the effectiveness and efficiency of state management of fire prevention and rescue following the principle of “strict  prior-to-incident inspection and regular post-incident inspection,” while strengthening supervision and inspection of the enforcement of policies, laws, standards, regulations and technical requirements related to fire prevention, firefighting and rescue operations.
