Comprehensive preparations underway for computer-based public security second-degree entrance examination

At the working session, leadership from the Department of Training reported on the progress and outcomes of preparations for the exam, which is slated for September 20, 2026.

The Department noted that computer-based exam organization has received close direct guidance from the leadership of the Ministry of Public Security (MPS), particularly Deputy Minister Le Quoc Hung. Serving as the advisory body on education and training, the Department of Training has issued regulatory and guidance documents to ensure unified execution across all PPS academies, schools and professional units.

The Department also collaborated with relevant units to complete and launch the official PPS Admissions Website and AI Chatbot on May 19, 2026. Furthermore, in coordination with Gtel, it integrated a sample test environment directly onto the website, enabling candidates to familiarize themselves with the computer-based testing format.

PPS academies and schools have established Exam Councils and specialized boards pursuant to examination regulations. Regarding test bank development, the People's Security Academy has overcome logistical challenges to complete assigned tasks, meeting standard requirements, quality control, and progress milestones.

For technical preparations, PPS institutions have proactively arranged machinery and hardware while conducting trial runs in close coordination with the Quality Management Department's National Center for Educational Testing and Quality Assessment (Ministry of Education and Training) to evaluate and fine-tune operational conditions. Simultaneously, Gtel has worked closely with academies to implement candidate biometric verification systems.

To ensure the exam meets all stringent requirements, the Department of Training proposed that the MPS direct the People's Security Academy to continue partnering with the Ministry of Education and Training to finalize examination and grading software following trial runs, while securing both primary and backup test banks. The software must strictly satisfy operational, cybersecurity, and safety protocols before final handover to test centers.

Speaking at the session, Deputy Minister Le Quoc Hung commended the Department of Training, PPS academies, and partner units for their proactive execution in alignment with the Ministry's master plan. He emphasized that the Ministry of Public Security has long pioneered admissions reform. Because 2026 marks the first year the Second-Degree Police Entrance Assessment is administered on computers, preparations must be proactive, comprehensive, and fully compliant with regulations, leaving zero room for passive delays or unexpected disruptions at any stage.

Deputy Minister Le Quoc Hung assigned the Department of Training as the standing agency to oversee implementation, monitor real-time progress, and advise Ministry leadership on ensuring security, safety, quality, and administrative efficiency. He instructed all organizing academies to uphold head-of-agency accountability, thoroughly auditing facilities, personnel, IT infrastructure, healthcare, logistics, and security protocols to guarantee a serious, objective, fair, and compliant examination.

He noted that following the exam, the Ministry will conduct preliminary and comprehensive reviews to compile theoretical and practical insights for central authorities, serving as a model for digital transformation in admissions for academic institutions both within and outside the public security sector.
