Politburo Member and Minister of Public Security General Luong Tam Quang attended and delivered the keynote address.
In recognition of the exceptionally heroic feats achieved during the war, the President of the Socialist Republic of Vietnam signed a decision on July 9, 2026, conferring the “Hero of the People’s Armed Forces” title upon the Thanh Hoa Provincial Police Department. This marked the second time the local police have been honored with this noble title.
Speaking at the event, General Luong Tam Quang affirmed that the title reflects the deep recognition and high appreciation of the Party, the State, the Executive Committee of the Public Security CPV Organization, and the Ministry of Public Security for the dedication, accomplishments, and silent sacrifices made by generations of Thanh Hoa police officers and soldiers.
Minister Luong Tam Quang emphasized that the department must fully uphold its heroic tradition, serving as a pioneer in implementing Party guidelines and the Resolution of the 14th National Party Congress on national security. He stressed that maintaining social order and public security should be regarded as a primary resource and catalyst for economic development.
He directed the Thanh Hoa Police Force to proactively identify emerging security risks early, resolve issues at their root causes, and maintain high operational readiness to avoid strategic surprises. Furthermore, the force must actively foster a safe environment to support the province's double-digit economic growth goal, while acting as a core advisory body for local authorities in executing Resolution No. 57 on breakthroughs in science, technology, innovation, and digital transformation.
Minister Luong Tam Quang also instructed the force to firmly protect national security and ensure steady reductions in criminal activity, leading the way in building an orderly, safe, civilized, and thriving society. Specific measures must be implemented to strengthen internal political security, information and communications security, economic security, cybersecurity, labor security, and religious and ethnic affairs.
At the same time, the Minister called for resolute crackdowns to eliminate organized crime syndicates, particularly those masquerading as commercial enterprises. He urged intensified actions against environmental crimes, food safety violations, smuggling, and counterfeit goods, alongside efforts to curb traffic accidents, fires, and explosions.
Ultimately, Minister Luong Tam Quang reiterated the goal of building a revolutionary, regular, elite and modern Thanh Hoa Provincial Police Force.
