Close to the people, understanding the people, and relying on the people to successfully fulfill duties

Maintaining peace for the people, preventing passive or unexpected situations, and denying security and order hot spots from shaping have been among the outstanding results achieved by the Tuyen Quang Provincial Police Force over the past months.

Capitalizing on these achievements, the provincial force has been directed to remain close to the people, understand the people, and rely on the people while proactively grasping the situation in local areas, maintaining safety from the grassroots level, and effectively driving local development.

On the morning of June 10, Member of the Party Central Committee and Deputy Minister of Public Security Lieutenant General Dang Hong Duc chaired a working session with the Tuyen Quang Provincial police Department to evaluate operational results for the first six months of the year, and outline key orientations for the upcoming period.

The working session was attended by Secretary of the Tuyen Quang Provincial Party Committee Hau A Lenh, alongside representatives from various professional departments under the Ministry of Public Security, provincial leaders, and the Directorate of the Tuyen Quang Provincial Police Department.

Presenting a report at the session, Director of the Tuyen Quang Provincial Police Department Major General Nguyen Duc Thuan highlighted the milestones achieved in the first half of the year. He also put forward several proposals and recommendations concerning security and order management, force building, and capital investment in facilities, hardware, and combat equipment of the local police.

Maintaining stability to serve socio-economic development

Speaking at the meeting, Secretary Hau A Lenh expressed his deep gratitude to the Public Security Central Party Committee and the leadership of the Ministry of Public Security for their continuous oversight and support in securing public order and building the local police apparatus.

The Provincial Party Committee Secretary noted that, following the administrative consolidation, Tuyen Quang now spans over 13,000 square kilometers with a population of nearly 2 million people across 124 commune-level administrative units. This vast territory, characterized by numerous remote, isolated areas, and an ethnic minority population making up approximately 73% of the total, presents extensive requirements for public security, order and socio-economic development.

Highly praising the contributions of the provincial force, Comrade Hau A Lenh affirmed that the Tuyen Quang police have been highly proactive in advising local Party committees and authorities to effectively implement Central- and local- level guidelines. Furthermore, the force has taken the lead in streamlining organizational structures, directly maintaining political stability and social safety, helping create a favorable environment to attract investment and drive the province’s socio-economic growth.

Emphasizing that the province will accelerate investment projects, infrastructure development, land clearance, and the optimization of consolidated resources in the coming time, the Secretary requested the local police force to continue monitoring situations proactively from early stages and from afar. The force should coordinate closely with all sectors and administrative tiers to safeguard ethnic, religious and border security while actively reviewing and resolving issues tied to land management, public assets, delayed projects and latent security risks.

Comrade Hau A Lenh also requested that the Ministry of Public Security continue investing in facilities, operational gear, transport vehicles and personnel reinforcement for the provincial police force, particularly in remote, border and disaster-prone areas, while promptly issuing guidelines on organizing grassroots security forces during the merger of local villages and neighborhoods.

Exemplary leadership and grassroots initiatives

Delivering his keynote instructions at the working session, Deputy Minister Dang Hong Duc highly commended the Tuyen Quang Provincial Police Force for its achievements during the first half of the year.

“The provincial police force has strictly aligned its operations with the performance targets and assignments of the Public Security Central Party Committee and the Ministry of Public Security, as well as the political missions of the province. The local police have firmly maintained political security and social order across the province, successfully denying any complex, sudden, or unexpected incidents from arising,” the Deputy Minister emphasized.

According to Deputy Minister Dang Hong Duc, the greatest success of the local police force lies in safeguarding a peaceful and safe life for the population, thereby establishing a stable foundation for local socio-economic advancement. These results are a testament to the dedication and continuous efforts of the leadership, officers and enlistees of the provincial police force, under the guidance of the Provincial Party Committee, the People's Council and the People's Committee, coupled with effective inter-agency coordination and public support.

Regarding future mandates, Deputy Minister Dang Hong Duc required the Tuyen Quang Provincial Police Department to continue internalizing and strictly executing the resolutions and directives issued by the Public Security Central Party Committee, the Ministry of Public Security and the province, focusing heavily on completing all set targets for the term as well as in the following years toward 2030.

The Deputy Minister particularly emphasized that the public security force must act as an exemplary vanguard across all working fields, not only in securing public safety but also in digital transformation, administrative reform, mass mobilization, Party building, and local emulation movements.

Core directives for local security and digitalization

Regarding mass mobilization, all police officers and enlistees should closely engage with local communities, remain close to the people, understand them, and rely on them while expanding cooperation with the Vietnam Fatherland Front (VFF) and socio-political organizations to foster the "All People Protect National Security" movement.

To evaluate carders and Party members, they should closely follow the performance indicator system launched by the Ministry of Public Security, using their actual task fulfillment as a transparent, objective, and substantive measure.

The local police should also pay due attention to ethnic security by taking early and remote prevention measures. In high-density ethnic minority areas, they should prioritize tailored security strategies, actively cultivate and recruit cadres from ethnic minority backgrounds who are deeply fluent in the local dialects, customs and cultures.

Further, the local police should maintain a pioneering role in local digitalization, actively advise local Party committees and authorities on approaches to effectively implement digital transformation, administrative reforms and building a comprehensive digital government.

The local police were also requested to coordinate closely with functional bodies to accelerate the construction of commune-level police stations according to schedule while efficiently deploying and utilizing vehicles and specialized technical equipment allocated by the Ministry of Public Security.

In addition, the Deputy Minister revealed that the Ministry of Public Security is currently studying and developing official public housing projects, creating better living conditions so that officers and soldiers can confidently dedicate themselves to long-term service in the force.

Concluding his address, Deputy Minister Dang Hong Duc expressed his firm confidence that the Tuyen Quang Provincial Police Force will continuously uphold its tradition of solidarity and responsibility, excellently complete all assigned duties, and remain a bedrock for local security and socio-economic development.
