Member of the Politburo, Minister of Public Security General Luong Tam Quang, who is the Standing Deputy Head of the Central Steering Committee 57 and Chairman of the National Advisory Council, chaired the meeting.
Addressing the meeting, Minister Luong Tam Quang noted that, following the reorganization of the Central Steering Committee 57, the Ministry of Public Security was appointed as the Steering Committee's Standing Body. Concurrently, the National Advisory Council was also restructured to enhance its capacity for consultation, policy review, as well as proposing breakthrough guidelines, mechanisms, policies and solutions for science, technology, innovation and digital transformation.
Emphasizing the significance of Resolution No. 57, Minister Luong Tam Quang cited General Secretary and State President To Lam, who affirmed that Resolution No. 57 had successfully completed a vital pioneering phase by unlocking mindsets, institutional frameworks and resources for development.
Consequently, the restructuring of the Central Steering Committee 57 signifies a shift from strategic planning to generating tangible outcomes – a phase requiring a transition from simple labor to creative labor to raise overall societal productivity.
In this spirit, Minister Luong Tam Quang hoped that delegates at the meeting would actively discuss how to generate real-world transformations, ensuring that science, technology, innovation and digital transformation deeply permeate all aspects of socio-economic life and become the new development drive for every ministry, sector and locality.
During the meeting, members of the National Advisory Council and delegates contributed ideas to establish a regular, substantive coordination mechanism between the Standing Body and the National Advisory Council.
Discussions focused on identifying and breaking through major bottlenecks in strategic technology, data, infrastructure and human resources, particularly novel, unprecedented, or controversial issues. Furthermore, delegates proposed key priority tasks and deliverables from now through the end of 2026 and beyond, ensuring resource concentration to avoid dispersion, and aligning research with application, commercialization and practical value creation.
In his concluding remarks, Minister Luong Tam Quang expressed sincere thanks for the invaluable insights provided by members of the National Advisory Council, experts, and scientists, which helped unify working methods and lay a foundation for the Standing Body's tasks in the coming period.
To effectively implement future tasks, Minister Luong Tam Quang requested that council members, experts, and scientists view their contributions not only as an honor, but as a responsibility and opportunity to directly dedicate their intellect and talent to a key, exceptionally important sector that will guide the nation firmly into a new era.
Accordingly, each member, expert and scientist should bring into full play their knowledge, intellectual, revolutionary virtues and patriotism to proactively participate in driving the organization and implementation of Resolution No. 57 through various means to achieve high efficiency toward the set targets.
